Description
The Ministry of Climate and Green Growth (KGG) works with its partners to build a cleaner and stronger Netherlands. The Dutch government has decided to build at least two new nuclear power plants in the Netherlands. To take concrete steps toward developing these plants, the Ministry of Climate and Green Growth (KGG) has established a dedicated project organization: the Nuclear Energy Organization Netherlands (NEO NL).
The mandate given to this project organization is to bring together all the expertise required for the tendering, construction, operation, and eventual decommissioning of the plants, and to develop NEO NL into an independent entity. This entity will operate at arm’s length from the Ministry and will be responsible for delivering the nuclear power plants on behalf of the Ministry.
Responsibilities
In this role, you will be responsible for the full licensing and permitting process related to the development of new nuclear facilities. You will contribute to one or more (sub-)projects focused on preparing, structuring, and submitting the required regulatory documentation and approvals. As the interim Manager Licensing, you act as the key strategic and technical interface between internal engineering teams, external experts, and regulatory authorities. You ensure that all designs, specifications, and documentation comply with national and international nuclear regulations. You will work closely with multidisciplinary engineering teams, including experts in nuclear safety, civil engineering, electrical systems, and system integration. You will coordinate the review and approval cycles, translate technical requirements into licensing documentation, and monitor the progress of submissions to regulatory bodies.
Your assignment will be to, play a central role in building the licensing team. You will develop the structure, processes, and working methods needed to manage the licensing workflow effectively and compliantly. At the same time, you will familiarize yourself with the technological challenges of the nuclear power plant components relevant to your area of expertise, enabling you to guide the requirements and regulatory alignment.
Key tasks and responsibilities
Lead the licensing and permitting strategy for nuclear development projects.
Coordinate all interactions with regulatory agencies and authorities. Structure, prepare, and manage licensing documents and compliance reports.
Act as the bridge between engineering teams and regulatory frameworks.
Coordinate internal and external review and approval processes.
Ensure consistency between design documentation and licensing requirements.
Build and manage the licensing team from the project’s initiation.
Develop processes and systems to ensure efficient licensing management.
Contribute to managing technical risks and ensuring regulatory compliance.
