Job Overview

This is an independent contractor 1099 opportunity that will last at least 2 months but could extend through August 2026. It is 100% on-site in Portland, OR. Qualified local candidates are preferred.


Position Summary

The Bodwé–KVG Joint Venture is seeking a highly capable Project Manager to provide on-site leadership for operations at the Logistics Support Area (LSA) in Portland, Oregon. The ideal candidate brings experience from U.S. Army contracting or acquisition environments, preferably with time served as a warranted Contracting Officer or in a deployed/operational contracting setting. This role requires disciplined project management skills, a firm grasp of military rank structure and expectations, and the ability to deliver white-glove, customer-oriented service to government counterparts. The Project Manager will coordinate daily mission support activities across multiple service lines and ensure contract performance is executed to the highest standard.

Essential Duties and Responsibilities

Operational Oversight

  • Oversee day-to-day LSA operations, ensuring all contracted services are delivered in accordance with the JV’s scope, standards, and compliance requirements.
  • Serve as the primary on-site point of contact for government leadership, CORs, ACORs, and operational staff.
  • Monitor performance across billeting, catering, laundry, maintenance, and other service areas.
  • Ensure compliance with safety, quality, and performance requirements; identify and escalate risks and nonconformances promptly.

Project & Contract Management

  • Translate contract requirements, task orders, modifications, and PWS updates into operational direction for site personnel.
  • Track performance metrics, service logs, deliverables, and timelines to ensure accurate, on-time contractual execution.
  • Support cost realism, resource planning, and level-of-effort validation during steady-state or surge operations.
  • Prepare concise, management-level reports on progress, risks, corrective actions, and emerging issues.

Stakeholder Coordination

  • Maintain effective, professional communication with Bodwé and KVG leadership, subcontractors, and government representatives.
  • Coordinate site activities, staffing adjustments, and operational changes in response to government requirements.
  • Lead or facilitate After Action Reviews, issue resolution, and continuous improvement efforts.

Quality Assurance & Compliance

  • Implement QA/QC processes consistent with JV expectations, Army standards, and industry best practices.
  • Oversee critical documentation including service logs, incident reports, PMCS records, and past performance material.
  • Ensure compliance with environmental, health, safety, and site-specific regulatory requirements.


Education, Experience, and Technical Skills


Required Education, Licensure/Certifications, or Experience:

  • Minimum 5 years of project management, operations leadership, or contracting experience.
  • Background supporting U.S. Army missions, logistics support contracts, contingency operations, or performance-based service contracts.
  • Strong familiarity with Army contracting/acquisition environments, PWS/SOW-driven execution, and contract administration.
  • Demonstrated ability to lead multi-disciplinary teams in a dynamic, mission-driven environment.
  • Excellent communication, stakeholder engagement, and problem-solving skills.
  • Proficiency in project tracking, reporting, and documentation tools.
  • Ability to work independently as a 1099 contractor with minimal supervision.


Preferred Education, Licensure/Certifications, or Experience:

  • Experience as a warranted Contracting Officer (KO/CO) or former 51C/1102 with operational contracting experience.
  • Experience with LOGCAP, WEXMAC, AFC, TACOM, or similar Army support programs.
  • Former military experience in logistics, contracting, engineering, sustainment, or related mission-support roles.
  • Professional certifications such as PMP or equivalent.
  • Experience with QA/QC systems, risk management, or operational audits.
  • Local to the Portland area or able to self-arrange travel.


Work Environment

This is a full-time on-site support position requiring presence at the Portland Logistics Support area. This position will be required to be on-call 24/7, but with expected normal duty hours from 8am – 6pm daily with flexibility. This role will require occasional extended hours during surge periods or government-directed events. Must be able to traverse the logistics support area, inspect facilities, and engage across multiple service areas.


Physical Demands

Sitting/Standing: Frequently required to sit for extended periods during planning and reporting; also required to stand for long periods during site operations and inspections.

Walking: Frequently walks over uneven terrain, between facilities, and across operational areas.

Stooping/Kneeling/Crouching/Crawling: Occasionally required for equipment inspection or site setup activities.

Using Hands and Fingers: Regularly uses hands to operate computers, tools, and communications equipment.

Talking/Hearing: Constantly communicates with staff, clients, and partners; must be able to hear and respond to instructions, alarms, or warnings.

Seeing: Requires close vision, distance vision, depth perception, color vision, and ability to adjust focus for reading, inspections, and safety awareness.

Carrying/Lifting: Occasionally required to lift, carry, or move equipment, supplies, or materials up to 40 pounds.

Other Requirements: Must maintain alertness and situational awareness, particularly when working in civil unrest or emergency environments.
