Remote - position is fully remote but we are currently only considering Utah based candidates
who can attend occasional strategy meetings in Salt Lake City.
Our team is located in nine states across the U.S. and five countries. Fullcast team members
enjoy a fully remote environment with team hubs located in Salt Lake City, Utah and Bellevue
Washington.
Summary:
The Senior Manager of People Operations leads key HR functions including Total Rewards,
Payroll, HRIS, Benefits, and Compliance to ensure scalable and compliant People practices.
This role is responsible for optimizing systems, designing competitive compensation and benefits
programs, and ensuring accurate payroll and regulatory adherence.
Key Responsibilities:
Total Rewards & Payroll
● Design, implement, and manage competitive total rewards programs (compensation,
bonuses, and equity) aligned with company goals.
● Partner with Finance and department leaders to conduct compensation benchmarking,
pay parity analyses, and annual planning cycles.
● Oversee accurate and timely payroll processing across all employee types and
jurisdictions, including audits and system improvements.
HRIS Management
● Own the administration and optimization of the HRIS platform, ensuring data accuracy,
integrity, and system functionality.
● Partner with IT and vendors to implement system upgrades, integrations, and automation
for streamlined HR processes.
● Generate HR analytics to support strategic workforce planning and reporting needs.
Benefits Design & Administration
● Lead the design, evaluation, and administration of employee benefits programs (health,
wellness, retirement, leave policies, etc.).
● Manage open enrollment processes, vendor relationships, employee communications,
and compliance with plan requirements.
● Evaluate and implement new benefit offerings to support employee wellbeing and
company culture.
Tax & Compliance Support
● Ensure adherence to federal, state, and local employment laws and regulations, including
ACA, ERISA, FLSA, and other statutory requirements.
● Maintain accurate tax reporting for payroll and benefits in coordination with Finance and
external partners.
● Support internal and external audits, including documentation, policy reviews, and risk
mitigation initiatives.
Required Qualifications:
● 5 - 7+ years of progressive experience in People Operations or HR, with deep knowledge
in payroll, benefits, HRIS, and compliance.
● Proven leadership experience in scaling People Ops infrastructure in a high-growth or
multi-state/global environment.
● Strong analytical and project management skills with attention to detail and operational
excellence.
● Proficiency in HRIS and payroll platforms (e.g., ADP, UKG, Workday, Rippling, etc.)
● Experience managing vendor relationships and navigating complex regulatory
environments.
Preferred Qualifications
● Experience building global teams with a combination of ASO and EOR processes.
● Bachelor's degree in Human Resources, Business, or related field; advanced degree or
certifications (e.g., SHRM-SCP, CEBS, CPP) preferred.
● Experience working with remote teams.
