Job Overview

We are seeking an experienced Environmental Manager to lead environmental permitting and compliance efforts for a major mine expansion project in Utah. The successful candidate will be responsible for NEPA Environmental Impact Statement (EIS) compliance and ensuring a pending EIS continues to progress successfully through the public comment process and achieves a positive Record of Decision (ROD). Additionally, the candidate needs to be conversant with key State of Utah agencies that cover mining, most notably the Division of Oil, Gas and Mining), Division of Water Quality, Division of Water Rights) and the Division of Air Quality permitting. This role requires a strategic leader with a deep understanding of mine permitting, environmental regulations, mine design and planning, and stakeholder engagement, as well as hands-on experience managing operational compliance at an active surface mine.

Key Responsibilities:

1. NEPA EIS Permitting Leadership

  • Lead NEPA strategy and execution, including initiation and management of new Environmental Impact Statements (EIS) and Environmental Assessments (EA) in coordination with BLM and third-party contractors.

  • Oversee EIS compliance for active projects, ensuring adherence to mitigation measures, monitoring plans, and reporting requirements outlined in Record of Decision (ROD) documents.

  • Coordinate with agencies and consultants to track status, respond to public and agency comments, and maintain documentation across all phases of the EIS lifecycle. 2. Regulatory & Compliance Management

  • Ensure compliance with the Utah Division of Water Quality, Division of Air Quality, Division of Oil, Gas and Mining, Division of Water Rights, and other agency regulations and permits related to air quality, water discharge, waste management, and wildlife protection.

  • Direct environmental monitoring programs (water, air, wildlife, cultural resources) and ensure timely submission of quarterly/annual reports to agencies.

  • Oversee remediation plans for any environmental impacts and ensure corrective actions are implemented.

  • Maintain compliance and relationships with BLM, DWQ, DAQ, DOGM, EPA, tribal governments, NGOs, and other agencies and organizations to facilitate smooth permitting and compliance processes.

3. Operational Environmental Management

  • Implement and audit environmental management systems (EMS) at the active mine site, ensuring adherence to permits and mitigation measures.

  • Supervise waste management, spill prevention, stormwater and pollution control programs, including inspections and corrective actions.

  • Coordinate with mine operations teams to ensure real-time compliance with environmental controls and permit conditions.

Required Skills & Experience:

  • 10+ years in environmental permitting, compliance, or consulting for mining or heavy industrial operations, with a proven track record of successful EIS approvals.

  • Experience working with Utah agencies (DAQ, DWQ, DOGM) and federal regulators (BLM, EPA, USFWS) on permitting.

  • Demonstrated ability to lead multi-disciplinary consultancy teams (hydrologists, biologists, archaeologists, air quality specialists) in EIS development.

  • Strong technical writing skills—must have authored or managed Plans of Operations, EIS chapters, or major permit applications.

  • Experience in stakeholder engagement, including negotiations with tribal governments, NGOs, and local communities.

  • Field experience at active mines—knowledge of water sampling, air monitoring, wildlife surveys, and reclamation practices.

  • Bachelor’s or Master’s degree in Environmental Science, Engineering, Geology, or related field.
