We are seeking an experienced Technical Supervision Engineer (Інженер з технічного нагляду) to join our team on an exciting construction and infrastructure project in Ukraine. The scope includes new construction, reconstruction, capital repair / major repair (overhaul), repair and maintenance, and demolition / dismantling, across Consequence Classes (CC) CC-1 to CC-2.
Reporting into the Programme Lead, Project Manager and Senior Technical Supervision Engineer, you will act as the client’s representative on-site, ensuring compliance with Ukrainian regulations, technical standards, and health & safety requirements, while aligning with international best practices. You will be providing assurance on appropriate resource allocation and ensuring delivery in line with design specifications.
This role involves close coordination with contractors, site managers, architects, and project managers to oversee the delivery of a high-quality build. Ex-military personnel and those with experience of working on Ukrainian state sites are encouraged to apply, as their diverse expertise may align well with the project’s requirements.
Responsibilities/ deliverables:
Additional tasks may emerge, but primary responsibilities will include:
- Ensure compliance with all relevant Ukrainian statutory regulations, DBN standards, laws, and health & safety standards. Prior experience with British or international regulations is desirable.
- Monitor workmanship to minimise defects and rework, ensuring materials are fit for purpose and meet project specifications.
- Track project schedules, budgets, and resource allocations, ensuring the project adheres to time, cost, and quality standards.
- Liaise with architects, engineers, contractors, and subcontractors to monitor construction progress, resolve issues, and ensure quality standards are met.
- Identify risks, oversee safety protocols, and ensure compliance with all safety regulations. Provide advice on safety briefings and procedures when required.
- In coordination with the Senior Clerk of Works, witness key materials testing and commissioning activities, ensuring compliance with the test and inspection plan.
- Contribute to progress reports and provide detailed reports on quality, safety, and compliance.
Requirements
You will have previous experience and qualifications in the following areas:
- Minimum 5+ years of recent construction experience in Ukraine, with strong knowledge of Ukrainian construction regulations, standards and processes.
- Valid ITH or equivalent certification for Category I or Lead (CC-2).
- Higher education in construction or related technical fields (Bachelor’s, Master’s or Specialist Degree). The diploma must confirm qualifications in construction, architecture or engineering.
- Occupational safety qualifications – ESOSH Level 3/4, ProQual Level 6 NVQ, or NEBOSH IGC.
Other requirements:
You will also meet the following essential requirements, and may meet some or all of the following desirable requirements:
- Ability and willingness to be primarily located in Kyiv, Ukraine.
- Fluent Ukrainian (written and speaking) and near fluent English (written and speaking).
- Able to provide a clean criminal record certificate issued by the Ministry of Internal Affairs of Ukraine.
- Eligible for employer-assisted low-level security clearance in accordance with Ukrainian legislation (if required).
Desirable:
- Experience of international projects.
- Experience of projects delivered on Ukrainian state-owned or operated sites.
- Site leadership training (ESOSH/IOSH Managing Safely or UK-style SSSTS).
- Awareness of CDM 2015 regulations
