As a Technical Project Manager (TPM) and key member of the Program Management Office (PMO), you will partner with senior executives and global engineering teams to coordinate and deliver complex research and engineering (R&E) initiatives. You’ll drive alignment, execution, and visibility across our offshore R&E operations, helping scale our global footprint through structured coordination and effective program delivery.

You’ll drive alignment, execution, and visibility across our offshore R&E operations, helping scale our global footprint through structured coordination and effective program delivery.

Responsibilities
- Manage a portfolio of complex technical projects spanning regions, time zones, and cross-functional teams, ensuring seamless coordination and execution.
- Partner with Research and Engineering teams to understand business and technical requirements and translate them into clear project plans and deliverables.
- Shape and coordinate the offshore R&E roadmap and IP program, aligning priorities, managing resource allocation, tracking delivery milestones, and providing regular updates to senior management.
- Provide transparency into progress, dependencies, and risks for both technical and non-technical stakeholders.
- Embed with technical teams to promote Agile practices, drive continuous improvement, and foster a culture of accountability.
- Lead the end-to-end lifecycle of technical programs — from initiation and planning through launch and post-launch optimization.
- Design and implement repeatable processes and artifacts (e.g., roadmaps, schedule, dashboards) that enhance visibility and execution.
- Capture lessons learned and evolve best practices to continuously improve program delivery.
- Support recruitment, retention, and development of offshore R&E talent, contributing to a scalable and high-performing global organization.
Requirements
- 5+ years of professional experience, including 3+ years in technical project management.
- Proven success leading complex software development efforts across cross-functional and distributed teams.
- Demonstrated excellence in communication (written and verbal), coordination, and stakeholder management.
- Experience defining, implementing, and tracking KPIs/OKRs, dashboards, and executive reporting metrics.
- Strong judgment, problem-solving, and decision-making skills with the ability to influence without authority.
- Proven ability to operate independently across cross-border teams, demonstrating critical thinking and data-driven decision-making.
- Hands-on experience with Agile methodologies and Scrum practices.
- Proficiency in tools such as Jira, Confluence, or equivalent project management platforms.
- Bachelor’s degree in Computer Science or a related STEM field.
- Experience managing distributed or offshore engineering teams (strongly preferred).
Preferred Qualifications
- Scrum Master certification (CSM or equivalent)
- Experience with Machine Learning or research-driven engineering programs
- Certifications such as PMP, CSPO, or PMI-ACP
- Familiarity with IP management or offshore program coordination (joanne: this one may not be necessary, as it's pretty specific)
