Job Overview

To assist and guide staff and management on the operational procedures to be followed for all health safety and environmental matters.
To support and verify the overall programme of capital projects being delivered in accordance with the approved systems and procedures.
To support the HSE Lead with managing safety and driving continuous improvement through investigations and remedial actions.
To support the Environmental Sustainability Manager to maintain and monitor compliance with company’s environmental management system, compiling reports and data.
Reviewing procedures and key operational processes to ensure quality delivery and compliance standards are met. 
Utilise existing RQHSE reporting, Power BI tools and the company’s internal governance framework to identify and escalate areas of improvement and work with internal stakeholders to ensure these are resolved in a timely manner.

Key Responsibilities

1.    Advise staff on health, safety and environmental related risks to meet the current and future needs of the Company, in line with the Company’s legal obligations in respect of these areas of risk.
2.    To carry out health, safety and environmental inspections on and off site.
3.    Compile statistics, report them monthly and deliver presentations to key groups to enable them to understand issues and act accordingly.
4.    Advise generally and prepare specific policies to enable staff and managers to comply with the law and best working practices in all areas of HSE compliance.
5.    Investigate all serious safety incidents and ensure that required reports are notified to the Manager, Health & Safety and Environment to discharge the company’s legal obligations.
6.    Set and agree continuous improvement actions for HSE matters arising and ensure timely delivery by employees.
7.    Conduct relevant training, or commission it, to educate staff in health, safety and environmental matters.
8.    Regular environmental monitoring and reporting, supporting the environmental sustainability manager.
9.    Conducting and supporting on audits relating to environmental controls and GEL’s compliance with environmental regulations.
10.  Working with Project teams to provide and advice and monitoring of HSE risks with potential to affect the project delivery and quality.
11.  Revise policies and procedures in line with changing requirements and distribute appropriate information to staff to maintain their awareness.
12.  Provide support to the HSE Lead in the preparation of operating plans and budgets to ensure that activities are properly funded and that all expenditure is within budget.
13.  Check and validate GEL’s control framework and key processes, gathering and reporting assurance levels and assigning actions to strengthen these controls and drive continuous improvement.  
14.  Be aware of and comply with local legislation, specifically related to Health & Safety, Equal Opportunities and Data Protection.
15.  Demonstrate the core values and behaviours of Guernsey Electricity Limited.
16.  Support the team with general reporting and gathering of compliance data across the business.  
17.  Support HSE team with tasks relating to the effective delivery of the GEL HSE Management System, including support with incident and near miss investigations as required.  

Skills, Knowledge and Expertise

•       Preferably has a recognised health & safety qualification from a recognised institution such as the Institution of Occupational Safety and Health or equivalent, or has a background in environmental management, or transferrable skills from another industry. 
•       This role is also open to a candidate willing to be trained up in this area and work towards qualification.
•       Previous experience in investigation and auditing preferable.
•       Good communication, coaching and negotiating skills, with experience of presenting to groups.
•       Ideally good level of reporting writing and / or working with data sets to provide insights and areas of continuous improvement.
•       Must be a self-starter, willing to learn new areas and work within a dynamic environment.
