Job Overview

The Airport Security Compliance Manager plays a pivotal role in ensuring the safety, security and satisfaction of passengers within a customer-centric airport environment. Responsible for robust security measures that support an exceptional customer service.

The Airport Security Compliance Manager is instrumental in being the Security expert in advising how to best effect change and improvements that may not be the norm, can de-risk and mitigate compliantly and support the Airport Operations Managers and Security team in security practices keeping in mind the balance between stringent security protocols, critical for ensuring the safety of passengers, crew and aircraft and an outstanding passenger experience.  

Overall, The Airport Security Compliance Manager plays a pivotal role in ensuring compliance regulations, fostering a culture of vigilance and preparedness to address evolving challenges within Aviation Security. 

Key Responsibilities

  • Facilitate threat identification, risk analysis, and risk management.
  • Provide expert advice to the Head of Terminal Operations and the Airport Operations Managers (AOMs) in the development and implement security strategies, aligned to the overall strategic business plan and organisation direction, that prioritise both customer safety and satisfaction. Support in the collaboration between cross-functional teams to align with security practices and the overall airport objectives.
  • Be the subject matter expert to advise on matters such as security procedures that seamlessly integrate with the passenger experience, emphasising a balance between safety, regulation compliance and customer service.
  • Responsible for ensuring the collation and maintenance for all security compliance documentation and change management processes required by regulation and audit purposes.
  • Responsible for weekly and monthly audits, and promptly implement corrective measures as necessary
  • Responsible for the coordination of external audits, liaising with auditors and communicating with the team on audit dates, findings and corrective action plans.
  • Lead investigations into security incidents, breaches, or suspicious activity to identify root causes and prevent reocurrence, while also liaising with law enforcement and regulatory authorities as necessary. 
  • Work with the Operations Training Manager to provide support and advice on compliant security training for aviation staff and ensure they understand security protocols. 
  • Work closely with airport stakeholders, airlines, and relevant authorities to enhance security protocols, aligning with industry best practices.
  • Stay abreast of emerging security technologies and integrate them judiciously to enhance airport security.
  • Ensure compliance with all relevant regulations and standards such as AvSec, and HSE, maintaining a high level of security readiness at all times.
  • Ensure POJ have an effective Security Management System (SeMS) by completing a regular review and evaluate the effectiveness of the security management system through audits, inspections, and periodic exercising.
  • Collaborating with the Operations Training Manager to ensure security training programs for aviation personnel, including airport staff and security personnel, to ensure awareness of security protocols and procedures.
  • Managing security technologies such as surveillance systems, access control systems, and screening equipment to enhance security effectiveness and efficiency.
  • Collaborating with the AOMs and Security Supervisors to continuously improve and develop security policies and procedures to ensure the safety and security of passengers, employees, and airport facilities.

  • Work closely with Ports of Jersey departments such as Human Resources to ensure compliance is set in relation to recruitment, training and vetting. 
  • The Postholder will be front facing at times dealing with passengers directly on matters of security issues, conducting audits, observations  and providing support and guidance for security operational teams. 
  • Management and updating of the JASP and integration with the CICASP. Advising PoJ Security Management, Stakeholders and Security Teams on changes and updates. 
  • Risk management and analysis of the threat and advise the business on providing workable solutions to ensure security and customer service requirements are consistently met. 
  • Responsibility for auditing all security functions on a weekly and monthly schedule. Collaboration with the Security Supervisors to review the outcome of daily performance observations to identify trends and deficiencies and provide support to ensure any risks through poor performance are managed compliantly. 
  • Auditing of stakeholders undertaking security functions. Work to build close working relationships with Gama, Aero Club and JAL ensuring that compliance requirements are understood and consistently achieved.  
  • Build a strong working relationship with the ODCA, understanding what is required by the Regulator and how this office can support security compliance for the airport. Seeking advice when needed but understanding the responsibility lies with the Compliance Manager to provide workable solutions in the first instance.  
  • Build a close relationship with the CAA, taking responsibility for the preparation of external audits and implementation of measures following external audits.  
  • Build strong relationships with the AOM's, understanding fully the role they undertake and how this integrates with the Compliance Manager role. 
  • Oversight of the covert and overt testing regime, analysis of results for trends and deficiencies.  
  • Prioritisation of workload to ensure all responsibilities are met and identification of risks associated with workload.

Skills, Knowledge and Expertise

Will hold a degree or similar or can evidence proven ability to operate at this level.  Post degree qualification such as CMI level 5 or 7 or equivalent. 
AvSec Aviation Security Management (ASM) certification 
Recognised qualification in Auditing (Aviation) (Compliance Monitoring)  
Knowledge of security and quality management
Comprehensive knowledge of the Aviation Security Requirements applicable to Jersey Airport
Proven experience in airport security management or a related field. 
An awareness and understanding of working within a regulated and safety environment. 
Knowledge and experience of working with and setting KPIs and Metrics 
Experience of delivering security related projects
Excellent communication and interpersonal skills. 
Ability to collaborate effectively with diverse stakeholders. 
Familiarity with technology solutions for enhancing customer safety, security and customer experience. 
Demonstrates ability to balance security requirements with a customer-centric approach
