The Waste Operative plays a vital role within the Waste Operations team at the Parish of St Saviour. The post holder is responsible for the safe and efficient collection of household and commercial waste and recycling, ensuring materials are removed and disposed of in accordance with environmental, health and safety, and Parish requirements.
Working as part of a small operational team, the Waste Operative supports the delivery of a reliable, high-quality waste service across designated areas of the Parish, rotating routes on a daily basis. Through this work, the role directly contributes to maintaining a clean, safe, and healthy environment, supporting the Parish’s wider objectives and enhancing the quality of life for the community it serves.
You will work closely with the Waste Supervisor/Manager and operational teams (including the Driver who is responsible for the team of 2 or three crew) to ensure full compliance with legislation and Parish policies, and to promote good practice in the planning and delivery of works, ensuring Parish services operate efficiently and in accordance with high health and safety standards

Working conditions
This role will be primarily based working on Refuse Rounds starting from the Depot but you may be allocated to work in any area appropriate to the Parish needs

This role reports directly to the Waste and Recycling Services Supervisor and will be expected to provide updates to the Infrastructure & Waste Manager also
- The postholder is expected to follow policies and procedures both internally and from the wider area (ie: Parish & Government of Jersey);
- Keep up to date with current legislations and Parish policies;
- Communicate clearly with colleagues and Parishioners;
- Communicate with Roads Supervisor and Infrastructure Manager of any issues that may arise;
- Have the ability to work unsupervised or as part of a team;
- Ensure that services are delivered to a high standard;
- A good level of health and fitness is essential, as this post will require the postholder to repeatedly lift up to 25kg, walk long distances (between 8-9km daily) and work in all weather conditions.

Waste Collection: Conducting waste collection activities according to scheduled routes, collecting bins and bags from residential, commercial, and public areas. Conducting specialised glass waste collection from designated bins or containers, ensuring careful handling to prevent breakage and injury.
Bin Inspection: Inspecting glass, recycling and general waste collection bins/bags for any contamination or non-glass materials that could compromise the collection and recycling process.
Reporting & Defects: Documenting (placing of con compliant stickers) any contaminated or non-compliant waste materials found during collection and reporting such instances to supervisors. Reporting any defects, malfunctions, or damage to waste vehicles and equipment to the Senior Vehicle Technician for maintenance
Banksman: Banksman techniques to guide the collection vehicle safely and position it for efficient waste collections, ensuring team members place themselves away from danger zones.
Mechanical Equipment: Operating mechanical lifting equipment on waste collection vehicles to safely lift empty bins into the truck.
Communication: Maintaining effective communication with managers, supervisors, colleagues, and residents to ensure smooth coordination of waste collection services.
Problem Solving: Addressing by reporting to your line manager any challenges or obstacles encountered during waste collection, such as blocked access or heavy bins, in a proactive manner.
Waste Reduction Initiatives: Supporting waste reduction and sustainability initiatives by promoting recycling and responsible waste disposal by issuing bags etc.
Other duties: Undertake any other reasonable duties as requested by the Management Team in areas administered by the department (Highways/Waste).
Continuous Improvement: Identify areas for improvement and offer suggestions to the Highways & Waste Operations Manager.

Health and Safety: Adhering to health and safety policies and guidelines and using appropriate personal protective equipment (PPE) during Waste activities and following safe working practices at all times.
Adherence to Regulations: Ensuring compliance with waste disposal and highways regulations, environmental standards, and local authority guidelines.
Reporting: Report and near missed incidents, or accidents, to the line manager on the shift when they occur and;
Identify, report and secure any hazardous workplace or public area, and ensure compliance

Skills, Knowledge and Expertise
Knowledge and Qualifications
- Judgements and decisions required in determining what is or is not to be removed and collected.
- Ability to undertake assessment of the risks when assisting the Driver whilst manoeuvring the vehicles and take appropriate action to ensure the safety of other crew and the public. Able to undertake decisions on personal safety and safety of members of the public when collecting refuse and recycling.
- High degree of awareness needed of the dangers associated with working continually in close proximity to the highway.
- High degree of awareness in respect of personal health and safety in relation to manual handling, sharps, dangerous materials and substances etc.
- Good written and verbal communication skills in English.
Skills and Abilities
- Must be physically fit, able to move bags or wheeled bins for the working day, walk for a number of miles per day in all types of weather.
- Able to work as part of a team
- Requirement to be literate and numerate in order to accept work instructions and complete necessary work documentation and to follow health and safety guidance in full
