The Waste & Recycling Operative – HGV Driver plays a vital role within the Waste Operations team at the Parish of St Saviour. As the senior member of the crew, the post holder is responsible for the safe and efficient collection of household and commercial waste and recycling, ensuring that all materials are handled, transported, and disposed of in full compliance with environmental legislation, health and safety standards, and Parish policies.
You will work closely with the Waste Supervisor/Manager and operational teams, including HGV Drivers and crew members, to ensure all activities comply with legislation and Parish policies. You will promote good practice in the planning and delivery of works, supporting efficient service delivery while maintaining consistently high health and safety standards. The role has a clear responsibility for upholding safe working practices at all times, demonstrating a strong commitment to the wellbeing of yourself, colleagues, and the public.
Working Conditions
This role will be largely based offsite. The nature of this role may require attendance at meetings and events outside of normal working hours.
The postholder's main role is to drive and collect waste from house to house in St Saviour
Reporting Lines
This role reports directly to the Highways and Waste Management Team. Org Chart, highlighting this role, the manager and reporting lines.
Key Challenges
The postholder is expected to follow policies and procedures both internally and from the wider area (ie: Parish & Government of Jersey);
Keep up to date with current legislation and Parish policies;
Communicate clearly with colleagues and Parishioners;
Communicate with Roads Supervisor and Infrastructure Manager of any issues that may arise;
Have the ability to work unsupervised or as part of a team;
Ensure that services are delivered to a high standard;
A good level of health and fitness is essential, as this post will require the postholder to repeatedly lift up to 25kg, walk long distances (between 8-9km daily) and work in all weather conditions.
Key Responsibilities
The Waste & Recycling Operative – HGV Driver is responsible for delivering safe, efficient, and reliable waste collection services across the Parish. Key responsibilities include the following:
Vehicle Operation and Safety
Safely operate Large Goods Vehicles (LGVs) on the Island’s roads in full compliance with Road Traffic Law, Parish policies, and safe driving standards.
Carry out daily pre- and post-use vehicle checks, completing reports to ensure vehicles remain safe, roadworthy, and compliant.
Promptly report any vehicle, mechanical, or equipment defects to the Senior Motor Technician or Maintenance Technician to support effective fleet management.
Maintain the cleanliness and operational condition of vehicles, including regular wash-downs and ensuring cabs are kept clean and free from litter.
Act as banksman where required, guiding vehicles safely during manoeuvres and ensuring crew members operate clear of danger zones.
Demonstrate a strong awareness of responsibilities towards colleagues, members of the public, and vulnerable road users, including safe positioning and site awareness.
Waste Collection Operations
Carry out all waste and recycling collections in accordance with assigned routes and schedules, servicing residential, commercial, and public areas.
Inspect glass, recycling, and general waste bins/bags for contamination or non-compliant materials that could compromise collection or recycling processes.
Apply non-compliance notices where appropriate and report contaminated or unsuitable waste to supervisors in line with procedure.
Report any damage, faults, or malfunctions affecting vehicles, equipment, or containers to ensure timely maintenance and continuity of service.
Proactively identify and report operational issues such as blocked access, unsafe locations, or excessively heavy bins to your line manager.
Communication and Teamworking
Maintain clear and effective communication with managers, supervisors, colleagues, and residents to ensure smooth and coordinated service delivery.
Work collaboratively as part of a small operational team, supporting colleagues and contributing to a positive and professional working environment.
Assist supervisors and managers, where required, with rota coordination, staff support, training activities, PPE provision, and operational resources.
Flexibility and Wider Duties
Identify opportunities for continuous improvement and make constructive suggestions to the Highways & Waste Operations Manager.
Carry out any other reasonable duties within the Highways and Waste service area as requested by management.

Health and Safety Responsibilities
Comply with all health and safety policies, procedures, and safe systems of work, ensuring appropriate personal protective equipment (PPE) is worn and used correctly during all Highways and Waste activities.
Ensure full compliance with waste disposal, highways, and environmental regulations, as well as Parish policies and local authority guidelines.
Report all accidents, incidents, and near misses to the line manager immediately or during the shift in which they occur, in accordance with reporting procedures.
Proactively identify, report, and where safe to do so, secure hazardous conditions within the workplace or public areas, ensuring risks are managed appropriately and escalated as required.

Skills, Knowledge and Experience
Essential
HGV Licence including Hiab training.
Accredited driver CPC
Banksman’s & Operator Training.
Manual Handling
Waste Collection & Transfer Operations The named candidate above has demonstrated through theoretical assessment (SHEA Waste & Resources Management) and practical observation assessment, the knowledge and competence required to safely load a refuse collection vehicle (RCV).
Desirable
Relevant Health & Safety, manual handling, outdoor maintenance and roadworks set up and mini excavator courses
Ability to learn new certificates and skills for highways, repairs and clearing duties (as required)
Safety at Street Works and Road Works.
Skills to work under extreme pressure to meet goals and deadlines
Experience
HGV experience of driving in Jersey on small Parish roads would be an advantage.
The ability to respond calmly and positively to enquiries or complaints from the public
Knowledge of St Saviour’s Parish roads and lands would be useful but is not essential
A successful background in monitoring, evaluating and improving service delivery, quality and standards.
Knowledge and application of good Health & Safety practices in ensuring the safe separation of work areas from colleagues and the general public when operating equipment
Special attributes
Technically knowledgeable, skilled and experienced in a relevant discipline (e.g.: labouring and highways, or construction related)
Be prepared to be called at any time to attend emergency situations.
