The Application Delivery Manager leads a team of 15–18 professionals (software developers and business analysts) based in India to deliver high‑quality software solutions supporting Life & Health insurance operations across the US and UK. The role ensures predictable delivery using a Microsoft‑centric technology stack (Visual Studio, Visual Basic, .NET, SQL Server, WCF, SSRS, SSIS, APIs) with rigorous adherence to HIPAA and SOC 2 requirements. The position partners with global IT and business leaders to manage demand intake, prioritize and assign work, track progress, remove roadblocks, and drive continuous improvement.
Key Responsibilities
Leadership & Team Management
- Lead, mentor, and coach a multi‑disciplinary team of developers and business analysts in India.
- Create an inclusive, high‑performance environment aligned with Davies’ values.
- Oversee capacity planning, career development, performance management, and recruitment.
Application Delivery & Execution
- Own end‑to‑end delivery across projects, enhancements, integrations, and BAU support on the Microsoft stack.
- Translate business priorities into release plans, sprints/iterations, and measurable milestones.
- Manage backlog refinement, sprint planning, daily progress tracking, QA coordination, and release readiness.
- Ensure solution quality, performance, security, maintainability, and supportability.
Global Collaboration & Stakeholder Management
- Coordinate with stakeholders in the US and UK to align priorities, clarify scope, and manage expectations across time zones.
- Run structured intake and prioritization; maintain transparent status and delivery communications.
- Proactively surface and resolve risks, issues, and cross‑team dependencies.
Technical Oversight & Standards
- Guide teams in using Visual Studio, Visual Basic, .NET (Framework/Core), C#, SQL Server, WCF, SSRS, SSIS, REST/SOAP APIs.
- Promote modern engineering practices, secure coding, code reviews, performance tuning, and documentation.
- Support modernization efforts (API evolution, WCF rationalization where feasible, SQL optimization, reporting upgrades).
Compliance, Governance & Risk
- Ensure all development and support activities comply with HIPAA privacy/security requirements for PHI.
- Maintain SOC 2‑aligned controls (access, change, logging/monitoring, incident response, evidence).
- Adhere to enterprise SDLC, change control, and audit processes; prepare for and support audits.
Continuous Improvement & Operational Excellence
- Drive improvements in throughput, predictability, and quality using Agile/Lean practices (Scrum/Kanban).
- Leverage delivery metrics (cycle time, lead time, velocity predictability, defect trends, change failure rate).
- Increase automation, standardization, and reuse across CI/CD, testing, and deployment pipelines.
Skills, Knowledge & Expertise
Required Qualifications
- Bachelor’s degree in Computer Science, Information Technology, or related field (or equivalent experience).
- 10+ years of software delivery experience, including 5+ years managing technical teams.
- Hands‑on understanding of VS, VB, .NET (Framework/Core), C#, SQL Server, WCF, SSRS, SSIS, REST/SOAP APIs.
- Proven experience coordinating delivery across India, US, and UK time zones.
- Practical knowledge of HIPAA and SOC 2 requirements and secure SDLC practices.
- Strong communication, stakeholder management, and conflict‑resolution skills.
