Engineering & Maintenance Manager

Full Time $120,000 - $160,000 / year

Job Overview


The Engineering & Maintenance Manager is responsible for leading the planning, execution, and administration of site maintenance, engineering, and capital project activities. This position provides safe, reliable plant operation by optimizing maintenance, repair, overhaul, and project management activities. 

This position provides direct supervision for the Maintenance & Utilities Supervisor, Maintenance & Utilities Engineer, Maintenance Planning & Procurement Specialist, Process Safety Engineer, and Controls Engineer. Additionally, this position has authority over contracted services and labor.

Essential Functions and Responsibilities


Maintenance Planning & Execution

  • Provide leadership and coaching to direct reports including goal setting, performance evaluations and rating, disciplinary action, and development plans.
  • Supervise execution and administration of the Mechanical Integrity program, and other adjacent programs related to the reliable and safe operation of site assets, using the site SAP CMMS software.
     
    • Ensure timely execution of Mechanical Integrity inspections, external regulatory inspections, and preventative maintenance activities.
    •  Track accumulation of late preventative maintenance orders in queue and lead team to minimize past due orders.
    •  Oversee outage planning and execution, optimizing for downtime and cost.
    •   Ensure the health, safety, and well-being of all maintenance personnel in the conduct of all maintenance activities.
      • Review training of technicians, operators, and others in site services technologies to support reliable operation of facility infrastructure.
      • Provide frequent feedback and written reviews for direct reports.
      • Manage service contractors and equipment vendors to achieve best performance and cost.
  • Troubleshoot infrastructure and asset issues in collaboration with supervisors, engineers, technicians, and contractors. As required, communicate with equipment vendors and service providers to resolve complex issues. 
    • Report on technical issues and resolutions, providing thorough documentation for engineering library.
    • Lead structured root cause activities applying FMEA, RCM, and similar tools.
  • Report on maintenance, repair, and overhaul budget activities, and lead team on continuous improvement efforts.
    • Manage service contracts related to asset maintenance. (i.e. electrical, HVAC, fire suppression, calibrations, etc.)
  • Work within the Evans City documented business management system, policies, procedures, etc. (ISO, PSM)

Project Planning & Execution

  • Manage project execution for installation, repair, and overhaul of plant assets.
     
    • Draft engineering design package for capital projects.
      • Launch projects through defined Management of Change process.
      •  Define equipment specifications through collaboration with onsite resources.
      • Contract experts to support complex design activities.
      • Foster iterative scope and budget estimations (FEL) to allow for timely decision making.
      • As applicable, participate in HAZOP meetings to arrive at design requirements.


  •  Procure equipment and services, maintaining a network of vendors able to support ongoing maintenance and site growth. 
    • Solicit competitive bids and make recommendations to maximize project value.
    • Maintain positive relationships with local vendors to foster ongoing site support.

  • Lead installation and commissioning of equipment, ensuring best transfer of technology to production and maintenance team.
     
    • Facilitate permit-to-work and related permits during construction.
    •  Supervise contractors to ensure compliance to site policies.
    • Inspect completed work against design package and resolve quality issues.
  • Extensively document design and operability details to support future maintenance and operations.
     
    • Provide detailed equipment folder for future troubleshooting.
    •  Establish appropriate PM schedules with maintenance team.
    • Support creation of Standard Operating Procedures with production team.
  • Comply with company and jurisdiction’s safety, health and environmental regulations. Provide documentation to show compliance to future auditors.
  • Lead capital budgeting process, aligning capital strategy to site goals.
     
    • Submit annual capital plan to site leadership.
    • Submit individual project applications for expenditure. (Project Approval)
    •  Provide ongoing cash flow reports and forecasts to the Finance team.

Process Safety Management

  • Administer site Management of Change process.
     
    • Review and approve change requests, providing guidance as necessary for design compliance.
    •  Report on current state of change requests and ensure compliance to policy.
  • Participate in incident investigations, providing leadership to drive better root cause analysis.
     
    • Support investigative lead with relevant equipment and process information.
    • Apply hierarchy of controls, FMEA, and LOPA to improve action item quality.
    •  Report on post-incident action item completion to drive investigation closure.
  • Draft, review, and publish site policies to ensure compliance to PSM/RMP principles.
  • Draft, review, and publish material and process safety information such as PHA, PFD, P&ID, and material hazards calculations.

Qualifications


Minimum Qualifications

·       7+ years in an engineering or maintenance position in a PSM-covered plant.

·       3+ years as a manager or supervisor in an engineering or maintenance department.

·       3+ years with supervisory or managerial authority over the application of a CMMS.

·       Excellent communication skills, both written and verbal. 

·       Possesses sound technical knowledge of pressure vessel design, piping design, rotating equipment selection, and high hazard building codes. (ASME, API, NFPA, IBC)

·       Experience managing contracted services, specifically mechanical, electrical, and piping outfits. (MEP)

·       Able to work in a diverse team environment - working closely with technicians, operators, contractors, vendors, engineers, and management to identify, scope, and execute projects.


Preferred Qualifications

·       Prior experience in a high hazard (pyrophoric, toxic, caustic, etc.) batch chemical operation.

·       Prior experience using SAP for planning, procurement, and asset accounting.

·       PMP Certification or direct experience with FEL planning for the chemical industry.


Educational Requirements
  • B.S. in Mechanical or Chemical Engineering, Construction Management, or other STEM degree with applicable experience.
