High-Level Overview
 
The client is seeking a Monitoring & Evaluation (M&E) Manager to design and operationalise a comprehensive performance tracking system for the National Energy Compact under Mission 300 in Mauritania. 

The M&E Manager will support evidence-based decision-making, ensure alignment of Compact targets with implementation progress, and strengthen accountability and reporting mechanisms across government institutions and development partners.

Key Deliverables:
M&E Framework & System Design
 
  • Design and operationalise the Compact M&E framework (indicators, baselines, targets, methodologies). 
  • Develop harmonised data collection and validation tools. 
Data Management & Performance Monitoring 
  • Establish and maintain a centralised MEL database and/or dashboard. 
  • Ensure data quality through validation and verification protocols. 
  • Conduct periodic field missions to project sites. 
Reporting & Evaluation 
  • Conduct quantitative and qualitative performance analysis. 
  • Prepare progress reports, dashboards, and presentations. 
  • Support baseline, thematic, and impact evaluations. 
Learning & Advisory Support 
  • Document lessons learned and good practices. 
  • Provide advisory support to CDMU leadership. 
  • Deliver monthly progress and risk mitigation reports (first calendar day of each month).

Requirements

Experience Required: 
  • Minimum 7 years of experience in monitoring and evaluation in development programmes. 
  • Experience designing and managing MEL systems. 
  • Experience working with government and development partners. 
Technical Requirements:
  • Master’s degree in Monitoring & Evaluation, Statistics, Public Policy, or related field. 
  • Proficiency in Excel, Power BI, SPSS, STATA, or similar tools. 
  • English required; French desirable. 
Other Skills: 
  • Strong analytical and critical thinking capability. 
  • Ability to translate data into actionable recommendations for decision-makers. 
  • Structured and disciplined reporting approach. 
  • Strong facilitation skills for learning sessions and stakeholder workshops. 
  • Attention to detail in data validation and quality assurance processes. 
  • Must be a citizen of an African Development Bank member country. 
  • Ability to deliver required reporting in English within defined deadlines.
