High-Level Overview 
The client is seeking a Policy & Delivery Expert to support the development, alignment, and implementation of energy access policies and programmes in Malawi under Mission 300. The role will focus on translating national priorities into actionable strategies and ensuring effective delivery of programme interventions across key workstreams. This position offers the opportunity to contribute to sector reform and support the expansion of inclusive and sustainable energy access. The ideal candidate will bring strong experience in energy policy, programme delivery, and working within multi-stakeholder environments in emerging markets.

Key Deliverables: 
  • Support the development and refinement of national policies, strategies, and implementation plans related to energy access and associated sector priorities, ensuring alignment with government objectives  
  • Support programme design and implementation across policy and technical delivery workstreams, including development of workplans, technical inputs, and practical delivery approaches  
  • Support stakeholder coordination by working with government institutions, development partners, private sector actors, and other key stakeholders to facilitate alignment and effective implementation  
  • Support monitoring, learning, and reporting processes by contributing to progress tracking, preparation of technical inputs, and synthesis of insights to inform programme improvements  
  • Support capacity-building and institutional strengthening efforts through technical assistance, development of guidance materials, and facilitation of workshops and knowledge-sharing activities  


Requirements

Experience Required: 
  • Minimum 8 years of progressively responsible experience in energy, energy access, or related development sectors 
  • Demonstrated experience supporting policy development and programme implementation in low- or middle-income country contexts 
  • Experience working with government stakeholders on energy policy, planning, or sector reform initiatives 
  • Proven experience in multi-stakeholder programme environments involving public and private sector actors 
Technical Requirements:
  • Strong understanding of energy policy frameworks, electrification strategies, and decentralised energy systems  
  • Ability to translate policy objectives into practical implementation approaches  
  • Experience supporting programme design, work planning, and delivery execution  
  • Familiarity with institutional, regulatory, and investment frameworks in the energy sector

Periodic travel within Malawi as required for stakeholder engagement and programme oversight
