High-Level Overview 
The client is seeking a Clean Cooking & Space Heating Expert to provide technical expertise to support the design and implementation of interventions aimed at expanding access to modern cooking and heating solutions in Lesotho under Mission 300. The role will focus on identifying viable technologies, delivery models, and market approaches suited to local conditions, contributing to broader energy access objectives. This position presents an opportunity to address critical gaps in household energy use, including affordability, efficiency, and sustainability. The ideal candidate will bring deep technical expertise in clean cooking and heating solutions, with experience in deployment and adoption in developing country contexts. 

Role and Responsibilities

Key Deliverables: 
  • Lead technical inputs to the development and refinement of strategies, policies, and implementation approaches related to clean cooking and space heating, ensuring alignment with national priorities and energy access objectives 
  • Lead assessment of technology options and delivery models, including evaluation of suitability, affordability, scalability, and adoption potential in the local context 
  • Support programme design and technical delivery by advising on implementation approaches, supply chains, and market development strategies for clean cooking and heating solutions 
  • Support stakeholder coordination by engaging with government institutions, development partners, private sector actors, and other stakeholders to promote alignment and adoption of solutions 
  • Support monitoring, learning, and reporting processes by providing technical inputs on performance of technologies, adoption trends, and implementation challenges 

Requirements

Experience Required: 
  • Minimum 8 years of progressively responsible experience in clean cooking, heating, or related energy access sectors 
  • Demonstrated experience working on clean cooking technologies and/or fuels (e.g. improved cookstoves, LPG, electric cooking, biomass alternatives) 
  • Experience in designing or implementing programmes or projects related to household energy solutions 
  • Proven experience working with government, development partners, and private sector stakeholders 
Technical Requirements:
  • Strong knowledge of clean cooking technologies, fuels, and delivery models 
  • Understanding of space heating solutions, particularly in cold or high-altitude environments 
  • Familiarity with market development approaches, including private sector engagement and behaviour change dynamics 
  • Ability to assess technical feasibility, adoption barriers, and scalability of solutions 
  • Understanding of linkages between cooking/heating and broader energy access systems
