Ports of Jersey owns and manages a unique and varied estate, spanning the Airport, Harbours and surrounding land and property assets that are critical to the Island’s connectivity, economy and future growth.
The role of Estate Strategy Manager plays a key part in supporting how that estate is planned, used and developed. Working alongside senior leaders, you’ll help shape a commercially focused estate strategy that looks at how our assets can work harder – generating income, supporting operations and delivering long‑term value. You’ll contribute analysis, ideas and options to inform development and regeneration decisions, helping turn ambition into practical, investable proposals aligned with the Island Plan, operational needs and wider regulatory and funding considerations.
What you will be doing
- Set and implement the PoJ estate management policies aligned to our strategic objectives for asset management and the framework for the corporate landlord function by translating Strategic Business Plan (SBP) objectives.
- Demonstrate priorities and promote continuous improvement industry standards into achievable and affordable estate management deliverables to ensure effective management of our property estate portfolio.
- Lead and coordinate all aspects of Property estate planning activities, ensuring alignment with the strategic objectives outlined in both the Harbour and Airport Master Plans.
- Drive improvements and research into industry best practice for planning, budgeting and forecasting estate management processes to create an effective and efficient strategy framework for the management of PoJ estate assets.
- Ensure that the financial performance of the estate is tracked, understood and managed using industry benchmarks such as cost of occupation and cost of provision of service to allow focus on either refurbishment, redevelopment or disposal of assets to configure the PoJ estate for effective and efficient operation.
- Lead on the strategic management and configuration of the PoJ estate portfolio and land assets and inform strategic decision making about the future development of PoJ assets that meet the needs of the Islanders and its visitors through economic growth.
- Create PoJ estate performance strategies informed by coordinated asset performance analysis and property condition monitoring with the aim to improve the reliability and availability of physical assets while minimising risk and operating costs.
- Work closely with the Estate Strategy Steering Group ensuring all governance processes are met for the good organisation of the steering group and recording of key decisions on that will influence the Estate Strategy.
- Work in collaboration with both internal and external team of professionals and peers to manage and deliver a broad spectrum of PoJ estate related data and management information that informs strategic decision making which will allow the Ports of Jersey to realise maximum benefit from its assets.
- Create loop back mechanisms and measures to gauge success and learnings from projects and initiatives to leverage further value and growth.
- Work in collaboration with the operational Property team to set the framework for generating rental income from properties within our estate that are let on commercial terms to increase the revenue through collaborative commercial negotiations.
- In collaboration with the rest of the Engineering and Property management team, develop, implement and review quarterly the Estate strategy for its suitability and sufficiency.
- Contribute to the business planning process by preparing the required reports, strategic outlook and forecasts for budgeting processes.
- Provide estate management advice to Head of Engineering and Property and Executive team, making clear recommendations, driving and maintaining a deep understanding of cost and performance drivers to support corporate and commercial decision-making processes.
What we are looking for
Experience & Qualifications
- Relevant degree (e.g. Civil Engineering, Town Planning or similar) or equivalent substantial practical experience.
- Postgraduate qualification in a property‑related discipline (or equivalent experience).
- Full membership of a relevant professional body (e.g. RICS, RIBA, MCIOB, MAPM).
- Significant specialist expertise in the built environment and in developing and managing property strategy within complex, multi‑disciplinary organisations.
Knowledge & Professional Practice
- Strong understanding of local, UK and EU legislation, regulation and policy frameworks affecting the built environment.
- Clear grasp of property strategy, estate functions, business planning and budget management
- Commitment to ongoing Continuing Professional Development and staying current with industry best practice
Skills & Capabilities
- Highly developed analytical skills, able to turn data into meaningful commercial and customer insight that drives performance improvement.
- Excellent written and verbal communication skills, with the ability to present clear, compelling business strategies.
- Strong organisational and time‑management skills.
- High level of digital literacy, particularly in the use of spreadsheets and analysis tools
- Proven ability to think strategically, influence decision‑making and support organisational change with impact across Ports of Jersey.
