Job Overview

Globeleq is a leading independent power producer actively developing and operating power projects in Africa. With diverse portfolio, the company utilizes various technologies to generate reliable and sustainable energy.
The Menengai Geothermal Project is a 35 MW greenfield geothermal power plant, forming part of the first phase of the larger Menengai complex. This marks Kenya’s second large scale geothermal development after Olkaria. Once the plant reaches commercial operation, Globeleq will be responsible for its operation and maintenance (O&M).
 
The Geothermal Development Company (GDC) a Kenyan government owned entity will supply steam to the project under a 25-year Project Implementation and Steam Supply Agreement (PISSA). 
Electricity generated will be sold to Kenya Power, the national distribution company under a Power Purchase Agreement (PPA) for the same period. The project will deliver clean, affordable and reliable baseload power to Kenya’s national grid, supporting the monetization of Menengai geothermal resources.

As the project shareholder, Globeleq is leading its construction, operation and long-term management.

Main Purpose of Role

The Quality Assurance Manager is responsible for establishing, implementing, and maintaining the Quality Management System (QMS) for the Menengai Geothermal Plant during commissioning, COD transition, and the operational phase.

This role ensures that all plant operations, maintenance, and services meet:
  • Globeleq quality and performance standards
  • PPA and PISSA requirements
  • EPC Contract and Long-Term Spare Agreement (LTSA) quality provisions
  • Kenyan statutory and regulatory standards
  • ISO 9001 and related international standards
  • OEM specifications and global best practices

Key Result Areas


a)
   Mobilisation Period (Pre-Commercial Operations Date)
·         Oversee quality compliance during commissioning, performance testing, and reliability run.
·         Ensure test procedures align with PPA, EPC Contract, and OEM standards.
·         Review commissioning documentation including:
o   ITPs (Inspection & Test Plans)
o   FAT/SAT documentation
o   Performance test reports
o   Reliability run documentation
·         Verify punch list close-out prior to Completion until the end of the Defect Notification Period under the EPC Contract.
·         Ensure all as-built documentation is complete before handover to operations and maintenance.
·         Participate in EPC punch list tracking and system handover validation.

b)   Operational and Maintenance Period (Post COD)
1.
    Management of Quality Management System (QMS)
·         Develop and implement technical assurance frameworks for critical plant assets (turbines, generators, transformers, BOP systems).
·         Develop, implement, and maintain the Plant Quality Management System aligned to ISO 9001.
·         Establish plant quality policy, vision, values, objectives, and KPIs.
·         Develop and control standard operating procedures (SOPs), work instructions, and quality plans.
·         Ensure effective document control and record management systems.
·         Lead internal quality audits and coordinate external audits.
·         Manage non-conformance reporting (NCR) and corrective/preventive actions (CAPA).
·         Support plant performance optimization and loss reduction initiatives.
·         Develop weekly, monthly, and annual quality plans in coordination with the Operations and Maintenance teams
·         Ensure proper functioning of the IFS system during operations.

2.    Regulatory & Contractual Compliance
·         Ensure compliance with:
o   Energy and Petroleum Regulatory Authority (EPRA)
o   PPA and PISSA quality obligations
o   LTSA quality provisions 
o   O&M quality provisions
o   EPC Contract quality provisions
·         Support audits by Globeleq corporate offices, lenders, independent consultants, insurers, and regulatory authorities.
·         Always maintain audit-ready quality documentation.

3.    Contractor Quality Oversight
·         Monitor contractor compliance during maintenance outages.
·         Conduct vendor quality audits where required.
·         Ensure OEM warranty conditions are preserved through proper quality processes.

4.    Continuous Improvement & Risk Management
·         Establish quality performance dashboards.
·         Lead quality improvement initiatives.
·         Conduct risk-based quality assessments for critical systems:
o   Steam turbine and generator
o   Cooling tower system
o   Steam gathering and reinjection interface
o   Protection and control systems
o   Balance of Plant Systems 
·         Promote a culture of operational excellence and continuous improvement.
·         Participate in Management reviews 

5.       Documentation & Reporting
·         Prepare monthly quality performance reports.
·         Maintain document management and control system for:
o   As built drawings
o   O&M manuals
o   Procedures
o   Compliance certificates
o   Technical and OEM manuals
·         Support periodic Project Reporting requirements.
·         Ensure controlled distribution of plant documentation.
