ABOUT THE ROLE
As the Project Manager you will be responsible for leading the ePassport Project in Ethiopia, organize the system team and be the technical bridge between the System & Solution team and the Client.
Main missions:
Lead end-to-end project delivery, from initiation and planning to deployment, acceptance, and handover;
Define and maintain the project plan, including scope, schedule, budget, resources, and risk management;
Coordinate cross-functional teams (technical, software, hardware, operations, support, suppliers) to ensure timely execution of all workstreams;
Manage customer and stakeholder communication, ensuring transparency, alignment, and timely escalation of issues;
Ensure solution design and implementation comply with technical specifications, security standards, and contractual requirements;
Oversee system integration activities, including testing, data migration, interfaces, and acceptance procedures;
Track project progress through structured reporting (status reports, dashboards, KPIs, risk logs, etc.).
Control project changes by managing scope variations, impact assessments, and approvals;
Ensure documentation completeness, including technical documentation, training materials, and operational manuals;
Drive issue resolution, coordinating technical teams and customer counterparts to address system or implementation problems.

Scope Stability / Change Request Control : Number and impact of scope changes managed within agreed tolerances.
Quality of Deliverables : Ensure deliverables accepted on submission with limited issues.
Risk & Issue Resolution Efficiency: Time taken to identify, escalate, and resolve risks and issues.
Stakeholder Satisfaction Score : Internal and external stakeholder feedback on communication, reporting, and collaboration.
Resource Utilization Efficiency: Effective allocation and productivity of project resources (internal and external).
Compliance & Documentation Accuracy: Timely completion of project reports, governance documents, and audit requirements.
Cross-Functional Coordination : Ability to ensure alignment across technical, operational, and commercial teams.
ABOUT YOU
You are/have:
Bachelor’s degree in Engineering, Computer Science, Information Technology, Business Administration, or another relevant field;
Professional certifications (PMP, PRINCE2, Agile, Scrum Master, ITIL preferred).
8-10 years of project management experience in system integration, software implementation, or technology-driven solution projects;
Proven experience managing complex, multi-stakeholder projects, ideally in government, security printing, digital identity, or enterprise systems.
Strong understanding of software development lifecycles, system architecture, interfaces/APIs, and testing methodologies.
Experience with deployment of hardware and IT infrastructure (servers, networks, kiosks, printers, data centers, etc.) is an advantage.
Solid knowledge of project management methodologies and hands-on experience with planning, reporting, and risk management tools.
Familiarity with cloud environments, databases, and system integration principles.
Demonstrated ability to manage vendors, suppliers, and third-party partners.
Excellent analytical, problem-solving, and troubleshooting skills in a technical project environment.
High proficiency in project management tools (MS Project, Jira, etc.) and standard office applications (Excel, PowerPoint, etc.).
Strong communication skills with the ability to translate technical concepts into operational and business terms for non-technical stakeholders.
