Background

The Revenue Mobilisation, Investment and Trade (REMIT) programme (2021–2027), funded by the UK’s Foreign, Commonwealth and Development Office (FCDO) and implemented by Adam Smith International (ASI), provides technical assistance to the Government of Pakistan to strengthen macroeconomic stability, enhance governance systems, and improve conditions for sustainable economic growth.

A central component of this support is the implementation of the Prime Minister’s Economic Governance Reforms (PM-EGR), a comprehensive, time-bound reform programme approved on 31 December 2025. The PM-EGR spans 15 priority reform areas and 141 action items and is recognised as a Structural Benchmark under the IMF Extended Fund Facility (EFF).

To support implementation, a Technical Unit (TU) has been established within the Ministry of Finance to serve as the central coordination, analytical, and reporting hub. In parallel, a structured Policy Dialogue mechanism (Economic Reform Conferences) has been established to periodically review reform progress, enable technical discussions, and support reform course correction.

Given the scale, complexity, and visibility of PM-EGR, effective communication is critical to ensure coherence across stakeholders, clarity in reform progress, and credibility in reporting to government leadership and development partners.

Activity Context

The PM-EGR programme requires the production of a wide range of communication and documentation outputs, including:

  • Quarterly Monitoring Reports (QMRs)

  • KPI scorecards and reform dashboards

  • Policy dialogue materials (agendas, briefs, presentations)

  • Conference proceedings and action matrices

  • Executive briefs and high-level talking points

There is a need to ensure that complex technical outputs are translated into clear, structured, and audience-specific communication products, aligned with:

  • IMF expectations for outcome-oriented reporting

  • Government requirements for decision-making

  • Policy dialogue processes for reform validation and course correction

The Reform Communication Specialist will support the Technical Unit and policy dialogue processes by ensuring consistency, clarity, and strategic alignment of all communication outputs.

 

Job Summary

The Reform Communication Specialist will be responsible for developing and delivering high-quality communication and documentation outputs for PM-EGR, ensuring that technical reform content is translated into clear, structured, and impactful communication products.

The role will support Technical Unit reporting, policy dialogue preparation, and stakeholder communication, ensuring alignment of messaging across reform areas and institutions.

Duties and Responsibilities

The roles and responsibilities include, but are not limited to:

  1. Develop and implement a structured communication approach for PM-EGR outputs, aligned with reform timelines and policy dialogue cycles.

  2. Translate technical outputs (RAM, TOM, KPI scorecards, analytical reports) into clear and concise communication products.

  3. Prepare executive briefs, summaries, and talking points for senior leadership, including the Ministry of Finance and Reform Committees.

  4. Support preparation of communication materials for Economic Reform Conferences, including agendas, session briefs, and background notes.

  5. Draft and finalise conference proceedings, session summaries, and agreed action matrices following each policy dialogue.

  6. Support preparation and formatting of Quarterly Monitoring Reports (QMRs) and other Technical Unit outputs.

  7. Develop and maintain standardised templates for reports, presentations, and policy briefs.

  8. Support development of visual communication products, including dashboards, infographics, and reform summaries.

  9. Ensure consistency and quality of messaging across all Technical Unit outputs and stakeholder communications.

  10. Coordinate with Technical Unit team members and stakeholders to incorporate feedback into communication materials.
