At AECOM, we are currently recruiting for a Project Controls Manager – Rail Projects to join our Dublin office.

The Project Controls Manager – Rail Projects is accountable for overseeing the planning, risk, cost, and performance management functions across projects. The role ensures that schedule, cost, and scope baselines are accurately developed, maintained, and effectively used to support informed decision-making and robust project governance.

The Project Controls Manager plays a central role in establishing and executing core project control processes that deliver accurate and timely performance information. The role requires the development of strong cross-functional relationships with internal and external stakeholders to ensure that information is reliable, up to date, and communicated effectively to project teams and executive leadership.

In addition, the Project Controls Manager will lead and mentor a team of project controllers, fostering collaboration across disciplines and driving continuous improvement in tools, processes, and reporting standards to enhance overall project delivery outcomes.

Key Accountabilities

  • Lead benchmarking initiatives and champion best practices in project controls and document management.
  • Establish and maintain the Performance Measurement Baseline (PMB) using appropriate project coding structures to support periodic updates and reporting in accordance with contractual and professional standards, including Earned Value Management (EVM).
  • Oversee the monthly Project Review Process and provide support for financial reporting activities.
  • Manage change requests, ensuring effective change control processes are implemented and the impacts on schedule, cost, and scope are appropriately assessed.
  • Develop and implement effective PMO and project controls frameworks and strategies for assigned projects and programmes.
  • Provide guidance and support to project teams on PMO and project controls processes, including cost, schedule, change, risk, and performance reporting.
  • Identify, assess, and mitigate project risks, ensuring the consistent application of robust risk management practices.
  • Provide project controls oversight for large and complex projects, ensuring standardisation, consistency, and continuous improvement across delivery teams.
  • Support the identification and management of programme risks, develop appropriate mitigation strategies, and monitor risks throughout the programme lifecycle.
  • Prepare regular status reports for stakeholders, providing clear visibility of programme progress, budget performance, emerging issues, and risks, together with recommended mitigation actions.
  • Support resource allocation and mobilisation activities, including the deployment of personnel, equipment, and materials.
  • Support compliance and quality assurance activities, ensuring adherence to relevant regulations, standards, contractual requirements, and quality procedures.
  • Contribute to governance and programme assurance processes relating to planning, cost, risk, change, and overall project performance.
