About the Role
The Camp Manager will lead the operational management of a tactical training centre in Haiti. This includes overseeing site logistics, personnel, maintenance, inventory, and contractor coordination. The role also serves as Deputy Project Manager, supporting strategic planning and stakeholder engagement, and assuming leadership responsibilities in the absence of the Project Manager.
The Tactical Training Centre is a cornerstone of a broader initiative to strengthen the Haitian National Police’s (HNP) capacity to combat gang violence. Located in a remote area of Haiti, the site will be refurbished, equipped, and operationalised to host advanced tactical training for HNP units. The project environment is logistically complex and requires robust coordination across construction, security, and training components. The rural and isolated setting has limited infrastructure and access, making resilience, adaptability, and experience in austere environments essential for success in this role
What you'll be doing
Camp Management & Operations
- Oversee daily operations of the Tactical Training Centre.
- Manage site personnel, including national staff, contractors, and support teams.
- Ensure proper maintenance of infrastructure, equipment, and utilities.
- Lead logistics and resupply operations, including transport, fuel, food, and materials.
- Maintain accurate inventory records and ensure accountability of assets.
- Implement and monitor site security protocols in coordination with local authorities.
- Coordinate construction activities and supervise contractors to ensure quality and compliance.
- Ensure health, safety, and environmental standards are upheld across the site.
Project Coordination & Strategic Support
- Support overall project coordination and ensure alignment with donor expectations.
- Monitor progress against the project work plan and advise on corrective actions.
- Serve as liaison with field-based contractors, engineers, security force focal points, and international trainers.
- Lead coordination meetings with national stakeholders and contribute to high-level engagement.
- Draft key project documents, including donor reports, meeting summaries, and briefing notes.
- Support planning and execution of field visits, events, and training sessions.
Training & M&E Support
- Contribute to the development of the tactical training strategy, ensuring relevance and sensitivity.
- Support monitoring and evaluation (M&E) efforts, ensuring timely data collection and reporting.
Leadership & Continuity
- Provide day-to-day guidance to national project staff.
- Assume leadership responsibilities in the absence of the Project Manager.
- Perform other duties as required within the framework of the project.
Requirements
Professional Background:
- Former military SNCO or officer (OR7 – OF4) or military logistician with experience managing G1/G4 in remote or austere environments.
- Proven experience managing construction, logistics, and personnel development in military, international development or security sector projects or similar contexts.
- Experience as part of an STTT or similar partner force capability development role.
- Familiarity with military or police training environments is highly desirable.
Education & Certifications:
- Certifications in project management (e.g., PMP, PRINCE2) or Logistics and Procurement (e.g. CIPs) are an asset.
- NVQ Level 6 or a Bachelor’s degree is desirable.
Skills & Competencies:
- Strong leadership and personnel management skills.
- Expertise in logistics, inventory control, and contractor oversight.
- Excellent coordination and stakeholder engagement abilities.
- Proficiency in risk management, budgeting, and scheduling.
- Fluent in English; French or Haitian Creole is a strong asset.
Personal Attributes:
- Resilient and adaptable to challenging environments.
- Culturally sensitive and diplomatic.
- Able to work independently and under pressure.
Please note that the delivery location is remote with limited infrastructure and requires flexibility and self-sufficiency. Haiti is experiencing significant security challenges so an understanding of the security risks and adherence to safety protocols are essential. The role is based in Haiti, and suitable rest and recuperation breaks will be provided.
