The Deputy HSE Manager plays a critical role in ensuring that all MEP construction, testing, pre-commissioning, and commissioning activities are executed safely, efficiently, and in full compliance with project, client, and regulatory requirements. The role drives the implementation of robust HSE standards across all MEP works, supports safe project delivery during high-risk activities, and promotes a proactive safety culture aligned with BESIX Group HSE standards and the 4 Fundamental Safety Principles.

What You’ll Drive

HSE Leadership & Management

  • Act as the primary HSE focal point for all MEP construction, testing, pre-commissioning, and commissioning activities.
  • Assume full accountability for MEP HSE performance and ensure alignment with the Main Contractor’s HSE strategy, procedures, and project objectives.
  • Lead and manage the MEP HSE team, including subcontractors and JV partners, ensuring appropriate allocation of resources across work fronts and commissioning activities.
  • Promote and drive the implementation of the 4 Fundamental Safety Principles across all MEP activities.

Risk Management & Compliance

  • Develop, implement, review, and enforce MEP-specific HSE procedures, risk assessments, method statements, permit-to-work systems, inspection programmes, and emergency response plans.
  • Ensure effective control measures are implemented for high-risk activities including:
    • Energisation and live electrical works
    • Temporary electrical systems
    • Isolation and LOTO procedures
    • Pressure testing
    • Lifting operations
    • Confined space entry
    • Hot works
    • Work at height
    • Interface and simultaneous operations
    • Monitor commissioning exclusion zones, access restrictions, and interface risks to ensure safe project execution.

Coordination & Operational Support

  • Coordinate closely with Project, Construction, MEP, QA/QC, and commissioning teams to ensure safe sequencing of works and effective interface management.
  • Verify subcontractor HSE readiness prior to mobilisation, including:
    • Competency and training compliance
    • Approved risk assessments and method statements
    • Lifting plans and activity-specific documentation
    • Statutory and project compliance requirements
    • Support client, consultant, and authority inspections while ensuring compliance with UAE legal requirements, Civil Defence regulations, and project HSE standards.

Audits, Reporting & Incident Management

  • Plan and conduct HSE audits, inspections, and monitoring activities across all MEP works.
  • Promote proactive near-miss reporting and ensure timely close-out of corrective and preventive actions.
  • Lead or support incident investigations, root cause analysis, and lessons learned implementation.
  • Prepare HSE performance reports and provide regular updates to project leadership and stakeholders.
  • Exercise full authority to stop unsafe works and enforce HSE compliance across all MEP activities.
