The Competent Person for Lifting Operations (CPLO) acts as the technical authority responsible for the governance, planning, verification, and safe execution of all lifting activities on a large-scale LNG marine construction project in Mozambique.
The role operates within a remote and safety-critical environment where strict compliance with project procedures, international oil and gas standards, and HSE requirements is mandatory.

The CPLO reports directly to the Construction Manager and ensures that all lifting operations are assessed, planned, and executed in accordance with approved methodologies and applicable standards.

The role operates within a remote and safety-critical environment where strict compliance with project procedures, international oil and gas standards, and HSE requirements is mandatory.

The CPLO reports directly to the Construction Manager and ensures that all lifting operations are assessed, planned, and executed in accordance with approved methodologies and applicable standards.

Project Context – Mozambique LNG Marine Works

  • The position supports a major LNG terminal development involving the construction of the Material Offloading Facility and LNG load-out jetty and wharf.
  • The terminal comprises: One of the world’s longest jetty structures, extending approximately 4,600 metres offshore; Five berths/platforms, including four dedicated to LNG carriers and one for condensate handling; Associated mooring facilities designed to accommodate the largest LNG vessels globally
  • This environment requires advanced lifting governance, marine construction expertise, and strong offshore safety leadership.

Key Responsibilities : Lifting Governance, Planning & Compliance

  • Act as the designated Competent Person for all lifting operations on site.
  • Ensure the assessment and planning of all lifting operations complies with project procedures and applicable international standards (LOLER, BS 7121, ISO, etc.).
  • Develop and implement the Lifting Operations Management Plan and Schedule of Common Lifts.
  • Review and approve lifting plans, Work Method Statements (WMS), rigging studies, JHEA documentation, and Step Back 5x5 risk reviews.
  • Ensure all risk control measures are implemented and that risks are reduced to ALARP levels prior to execution.
  • Maintain effective communication lines back to the CPLO when not present at a lift.
  • Maintain site presence whenever lifting activities exceeding 9 tonnes are undertaken.

Operational Execution & Technical Oversight

  • Supervise complex and high-risk lifting activities including heavy lifts, tandem lifts, offshore lifting operations, and critical marine construction lifts.
  • Verify crane configurations, load charts, rigging setups, and equipment certifications prior to execution.
  • Appoint crane teams and ensure all personnel understand their duties and responsibilities.
  • Confirm competency of personnel and ensure training compliance through the project training matrix.
  • Ensure daily toolbox talks are conducted and that Permit to Work systems are issued and signed prior to commencement of lifting activities.
  • Appoint a qualified Crane Coordinator where risk assessments identify potential collision risks or complex crane interactions.
  • Liaise with the Temporary Works Coordinator (TWC) for issuance of Permit to Load approvals.

Audits, Inspections & Continuous Improvement

  • Conduct audits, workplace inspections, and monitoring activities to verify compliance with lifting procedures and approved Work Method Statements.
  • Review lifting operations based on feedback from crane supervisors, riggers, signalers, and slingers, updating lift plans and risk assessments as required.
  • Maintain full documentation including crane checklists, lift permits, and permits to load prior to equipment utilisation.

Site Conditions, Risk Control & Operational Integrity

  • Assess site conditions including underground services, overhead lines, ground conditions, proximity hazards, and adjacent activities.
  • Ensure lifting equipment operates within manufacturer wind speed limits and defined weather criteria.
  • Exercise authority to halt lifting operations that exceed safety thresholds or declared operational limits.
  • Maintain close liaison with crane suppliers throughout installation, operational, and dismantling phases of tower cranes, mobile cranes, crawler cranes, and load-handling equipment.

Safety Leadership & HSE

  • Deliver toolbox talks, lifting coordination meetings, and safety briefings.
  • Enforce strict adherence to HSE standards with zero tolerance for unsafe practices.
  • Support investigations related to lifting incidents and ensure corrective actions are implemented.

Stakeholder & Team Coordination

  • Act as technical advisor to Project Management, Construction, and HSE teams.
  • Mentor and assess riggers, lifting supervisors, signalers, and crane operators.
  • Ensure effective communication across all lifting stakeholders and operational teams.

Technical Requirements

  • Demonstrated experience as CPLO, Appointed Person, or senior lifting authority within oil and gas, LNG, offshore, or heavy industrial projects.
  • Strong expertise in heavy lifting operations, rigging engineering, risk assessment methodologies, and load calculations.
  • Proven exposure to remote marine or offshore construction environments.
  • Ability to operate in high-pressure environments with strong technical decision-making capability.

Qualifications & Certifications

  • Internationally recognised lifting or rigging certification such as ASME B30, Australian High Risk Licence, ECITB/CITB certification, ISO-aligned programmes, or equivalent.
  • Technical or engineering background preferred.
  • Relevant offshore or site safety certifications aligned with oil and gas industry standards.
  • Very good knowledge of English is mandatory; additional languages are an asset, especially Portuguese.

Medical Fitness Requirements

  • Due to the remote location, offshore exposure, emergency response constraints, and the safety-critical nature of the Mozambique LNG project, only candidates who demonstrably comply with strict international oil and gas medical fitness standards will be accepted by the client.
  • Candidates must meet offshore medical fitness requirements aligned with OGUK, IOGP, or equivalent LNG project standards.
  • Final mobilisation remains subject to successful completion of the client’s medical examination and approval.

Work Environment & Rotation

  • International assignment based on a remote LNG marine construction project in Mozambique.
  • Rotation schedule: 7 weeks on / 2 weeks off, subject to project requirements and client mobilisation planning.
  • Camp-based accommodation within a safety-critical offshore and heavy marine lifting environment.
  • Physically and mentally demanding conditions requiring resilience, strong situational awareness, and strict adherence to project HSE standards.
