Job Purpose
The HR Manager leads the full Human Resources function at Tawfeer International, ensuring a productive, compliant, and high-performing workforce across all stores, warehouses, and the head office. This role combines strategic HR leadership with strong operational execution, covering workforce planning, talent acquisition, performance, compensation, HR operations, employee relations, and compliance. The HR Manager acts as a strategic advisor to leadership while ensuring HR processes remain efficient, fair, and aligned with the company’s growth.
Key Roles and Responsibilities
1. Strategic Human Resources Leadership
· Develop and execute HR strategies that support business expansion, workforce stability, and operational excellence.
· Advise senior leadership on human capital issues, including succession planning, organizational structure, and talent pipelines.
· Drive strategic HR initiatives such as digital transformation, policy modernization, culture development, and employee engagement.
2. Workforce Planning
· Develop the annual manpower plan for all branches, warehouse, logistics, and head office departments.
· Analyze staffing gaps, turnover trends, and future manpower needs to ensure optimal store and warehouse coverage.
· Maintain accurate job descriptions, titles, and organizational charts.
3. Talent Acquisition & Recruitment
· Lead full-cycle recruitment for all functions: head office, stores (cashiers, butchers, supervisors), warehouse, logistics, and support roles.
· Oversee the recruitment team, ensuring timely sourcing, screening, interviewing, contract issuance, and onboarding.
· Implement recruitment strategies that reduce bottlenecks and fill high-volume operational roles efficiently.
· Strengthen employer branding and develop partnerships with universities, agencies, and career platforms.
· Track key metrics: time-to-fill, cost-per-hire, hiring quality, and store staffing coverage.
4. Onboarding, Employee Lifecycle & Offboarding
· Ensure a structured onboarding process covering orientation, operational standards, hygiene, customer service, and safety.
· Monitor probation periods and ensure timely evaluations and decisions.
· Manage employee movements including promotions, transfers, and role changes.
· Execute compliant exit processes, conduct exit interviews, and maintain detailed offboarding documentation.
5. Compensation & Benefits
· Manage the salary structure, ensuring internal equity and external competitiveness.
· Oversee monthly payroll, allowances, overtime, deductions, and compliance with NSSF, MOF, and labour law requirements.
· Conduct job evaluations, salary benchmarking, and support annual compensation review cycles.
· Manage employee benefits programs (health insurance, work accidents, leave policies, etc.).
6. Employee Relations & Compliance
· Serve as the primary contact for grievance handling, conflict resolution, and mediation.
· Conduct workplace investigations and enforce disciplinary actions according to internal SOPs and Lebanese labour law.
· Ensure strong compliance in areas specific to retail operations such as hygiene standards, cash-handling procedures, shift and attendance policies, and operational SOPs.
· Foster a positive and inclusive work environment across all stores and departments.
7. HR Operations & Systems
· Oversee HRIS data accuracy, employee records, contracts, and personal files.
· Ensure accurate time attendance, shift scheduling, leave management, and coordination with Operations and Payroll teams.
· Implement HR process improvements to enhance efficiency, reduce errors, and improve employee experience.
· Produce reports covering headcount, turnover, absenteeism, overtime, payroll variance, and HR compliance.
8. Performance Management, Learning & Development
· Lead the full performance management cycle: goal setting, mid-year reviews, annual evaluations, and continuous feedback.
· Identify training needs for store staff, butchers, supervisors, customer service teams, and office employees.
· Coordinate technical, hygiene, safety, leadership, and behavioral development programs.
· Implement competency and career frameworks across recruitment, training, and performance evaluations.
· Support succession planning and develop internal talent pipelines.
9. People Analytics & HR Reporting
· Generate dashboards and insights on workforce trends, turnover, hiring, overtime, and productivity.
· Provide data-driven recommendations to improve workforce planning, cost efficiency, and overall HR performance.
· Ensure HR data integrity and build reporting models for leadership decision-making.
10. Leadership & Cross-Functional Collaboration
· Lead, train, and mentor the HR team including recruiters and HR operations staff.
· Collaborate closely with Operations, Finance, Legal, Warehouse, and Store Managers to align HR initiatives with business goals.
· Promote Tawfeer’s culture, values, and service standards across all levels of the organization.
Requirements
Educational Qualifications
· Bachelor’s degree in human resources, Business Administration, or a related field.
· Master’s degree or HR certification (SHRM, CIPD) is an advantage.
Work Experience
· 6–10 years of progressive HR experience covering recruitment, C&B, operations, and generalist roles.
· Minimum 2–3 years in a managerial or supervisory role.
· Prior experience in retail, FMCG, supermarkets, logistics, or high-volume manpower environments is highly preferred.
Behavioral & Technical Competencies
· Strategic mindset with a strong hands-on approach.
· Excellent communication, negotiation, and relationship-building skills.
· Strong analytical capability and experience in HR metrics and data-driven decisions.
· Proficiency in HRIS systems, payroll systems, and Microsoft Office (especially Excel).
· Deep understanding of Lebanese labour law, NSSF procedures, MOF requirements, and HR best practices.
· High level of integrity, confidentiality, and professionalism.
· Ability to thrive in a fast-paced, multi-branch retail environment.
