The Transportation Risk & Compliance Specialist supports enterprise oversight of CEDA’s transportation-related risk by ensuring regulatory compliance, maintaining monitoring processes, verifying critical safety controls, and supporting risk identification and corrective action across fleet operations.
The role bridges regulatory requirements, operational execution, and governance oversight to protect CEDA’s license to operate and reduce serious incident potential.

Key Duties & Responsibilities:
- Monitor and support compliance with applicable transportation legislation, including the National Safety Code (NSC), Transportation of Dangerous Goods (TDG) Regulations, Safety Fitness Certificate (SFC) requirements, Commercial Vehicle Operator’s Registration (CVOR) performance, Unified Carrier Registration (UCR) obligations, Transport Canada requirements, and applicable United States regulatory equivalents
- Maintain and administer CEDA’s Transportation of Dangerous Goods (TDG) program, including the Emergency Response Assistance Plan (ERAP), Canadian Transport Emergency Centre (CANUTEC) registration, contingency plans, and required provincial or federal environmental approvals
- Review provincial and federal carrier profiles, reconcile findings with internal incident data, and identify trends requiring corrective action or escalation
- Support internal and external transportation-related audits, including National Safety Code (NSC) audits and emerging Marine Safety verification processes, and track corrective actions to verified closure
- Coordinate vehicle registrations, permits, International Fuel Tax Agreement (IFTA) filings, International Registration Plan (IRP) requirements, and operating authority documentation across jurisdictions to ensure uninterrupted regulatory compliance
- Support monitoring and reporting of Electronic Logging Device (ELD) performance and telematics data, including violation rates and unassigned mileage trends
- Maintain established monitoring, reporting, and escalation processes related to transportation compliance and enterprise transportation risk
- Maintain transportation-related emergency response and contingency documentation to ensure ongoing regulatory alignment and operational readiness
- Ensure accuracy and integrity of transportation compliance data across systems, reports, and regulatory submissions
- Support development and maintenance of the Transportation Risk Register and Responsibility and Accountability Matrix (RAM), including documentation of controls and identified gaps
Role Specifications:
- Post-secondary diploma or degree in business, regulatory compliance, transportation, safety, or a related field, or equivalent practical experience
- 3 to 5 years of experience in fleet compliance, transportation regulation, or transportation safety administration
- Demonstrated understanding of commercial transportation legislation, including the National Safety Code (NSC), Hours of Service Regulations, fuel tax reporting requirements, extra-provincial licensing, and commercial vehicle permitting
- Working knowledge of Transportation of Dangerous Goods (TDG) regulations and their practical application within industrial service environments
- Proficiency in Microsoft Office applications, particularly Excel, Word, and PowerPoint, with the ability to analyze and present compliance data clearly
- Professional designation through the Alberta Motor Transport Association (AMTA) (e.g., Certified Transportation Safety Professional or equivalent) is considered an asset; candidates willing to pursue AMTA certification are encouraged
