Job Overview

The SFPUC’s Wastewater Enterprise (WWE) Capital Program seeks to address long-term capital needs for San Francisco water and wastewater facilities, addressing reliability, sustainability, aging infrastructure/technology and future environmental regulatory requirements.

The Project Manager I (PM I) position will be responsible for leading the effort to complete the Planning and EIR phases for the Southeast Plant (SEP) Warehouse and Parking Planning, and SEP South Campus Improvement Planning projects.  The work includes preparing and monitoring the project budget, including occasionally obtaining funding; controlling project cost and schedule; coordinating CEQA review processes and/or obtaining permits; reviewing change orders; coordinating work of a multi-disciplinary technical staff across organizational boundaries; working with consultants, private contractors, special interest groups, governmental funding and regulatory agencies, City and County departments; and other duties as required.

Additionally, the PM I will assist the Senior PM assigned to oversee Building and Facilities capital improvement projects within the 10-Year Wastewater Enterprise Capital Program, adopted by the SFPUC.  Under general administrative direction of the senior Project Manager, the PM I will assist in efforts to successfully deliver the SEP Operations, Engineering, and Maintenance Buildings project.  The work includes assisting Senior PM with coordination with regulatory agencies, stakeholders, and management of the scope, schedule, and budget.  Prepare funding transfers, review change orders, attend meetings with contractors and construction management staff.

Essential Functions:

  • Project Management: Manage project budget, schedule, and scope.
  • Planning:  Needs Definition, Condition Assessment. and Conceptual Planning: Define the project needs, assess the conditions of all existing pertinent facilities, and identify feasible alternatives to address project needs.
  • Environmental Review: Conduct required environmental studies, and analyze and evaluate project alternatives. If necessary, prepare draft and final EIR for circulation and public hearings. Pursue negative declaration if feasible.
  • Design and Design Criteria: Develop 100% construction documents (plans and specifications) for the project.
  • Bid and Contracting Support: Provide support to PUC Contracts for bidding, the SFPUC award process, and contracting.
  • Construction Management Support: Provide construction management support to facilitate project construction.
  • Operational Start-Up and Close-Out:  Provide as-needed support to facilitate the operational start-up of any newly constructed facilities and assist in financial close-out of the projects.
