Job Overview

Under direction of the Learning and Development Induction Manager, the 1232 Training Officer delivers and evaluates training programs focused on CalFresh (CF) and Medi-Cal (MC) benefit administration. This position will be responsible for creating curriculum and instructional materials, conducting instructor-led training, ensuring staff understand eligibility rules and case-processing requirements. This position will collaborate and consult with SF Benefits Net (SFBN) and Alignment and Guidance (A&G) training staff to guide the Induction process.

The length of SFBN Induction Training is 6 months and includes classroom instruction with L&OD, business process training with A&G, and on-the-job learning with SFBN..  This additional resource will provide the Agency with more capacity to address 2905 vacancies and plan for future workforce development and  training needs. 

Essential Duties and Functions:

  1. Determining training needs, developing and delivering course content, evaluating training effectiveness, and maintaining curriculum and materials to ensure alignment with current laws, rules, and regulations.
  2. Facilitating training across multiple modalities by delivering presentations, leading activities, mentoring trainees, and ensuring equitable and accessible learning environments.
  3. Maintaining and improving training materials through ongoing review, research, collaboration, and quality‑control of content, assessments, and related processes.
  4. Evaluating trainee progress by developing and grading assessments, analyzing results, conducting check‑ins, and providing individualized support.
  5. Overseeing daily classroom operations and coordinating with Program training staff on updates, logistics, projects, and curriculum development.
  6. Evaluating the effectiveness of training programs by assessing learning outcomes, gathering and analyzing feedback, facilitating workshops and related training events, and preparing reports.
  7. Assessing individual, team, and organizational learning needs by analyzing information obtained from assessment tools, evaluations, reports, complaints, interviews, and other relevant documents or consultations.
  8. Provide supervision and support to Program Specialists by guiding their training activities, delivering coaching and feedback, assisting with classroom preparation and materials management, and ensuring accurate completion of administrative tasks.
