About the Role:
The City of Fort Worth’s Office of Emergency Management is seeking a highly skilled and experienced professional to serve as the Response Lead and Joint Emergency Operations Center (JEOC) Manager. Under the direction of the City’s Emergency Management Coordinator (EMC), the position leads the daily management and operational readiness of the City’s JEOC and plays a pivotal role in strengthening Fort Worth’s response and recovery capabilities across all hazards.
As the Response Lead and JEOC Manager, you will coordinate multi-agency response efforts and lead the development and execution of citywide emergency response strategies. This position requires a proactive professional with proven expertise in incident management, situational awareness management, and interagency collaboration.
The ideal candidate is a results-driven emergency management professional who thrives in high-pressure/high-tempo environments, demonstrates sound judgment, and can effectively unite city departments, regional partners, and community stakeholders under a shared mission of public safety and security during emergencies and disasters.
Minimum Qualifications:
- Bachelor’s degree from an accredited college or university with major course work in emergency planning, public administration, or a related field.
- Two (2) years of increasingly responsible emergency management or response experience, including work with hazardous chemicals or materials.
- Valid Texas driver's license.
- Possession of, or ability to obtain, an appropriate, valid technician-level amateur radio license within six (6) months of employment.
Preferred Qualifications:
- Master’s in Emergency Management, Public Administration, or related field.
- Certified Emergency Manager (CEM) designation from the International Association of Emergency Managers (IAEM) and (or) Texas Division of Emergency Management (TDEM) Certification
- FEMA Professional Development Series (PDS) including NIMS, ICS, Public Information Officer (PIO) Training, and (or) emergency planning course work
- Minimum five (5) years of Emergency Operations Center (EOC) management experience for a large state or local government emergency management organization
The Emergency Management Officer II job responsibilities can include:
- Emergency Planning & Compliance – Evaluates public facilities and assists with developing and updating emergency operations plans; monitors facilities to ensure compliance with hazardous materials regulations and applicable fire codes.
- Emergency Response & Coordination – Participates in Emergency Operations Center (EOC) activities, responds to incidents (fires, severe weather, floods, outages, hazmat), and serves as Duty Officer on a 24/7 rotation; maintaining availability to respond to emergency scenes or activate the EOC.
- Interagency Collaboration – Works with public safety stakeholders, schools, hospitals, community partners, and local/state/federal agencies to strengthen preparedness and response; discusses issues related to emergency preparedness, response, recovery, and mitigation.
- Training & Public Outreach – Plans and conducts drills, exercises, and public awareness programs for City of Fort Worth, civic groups, schools, hospitals, and organizations to encourage emergency planning & foster coordinated response.
- Administration & Liaison Duties – Maintains various reporting systems related to hazmat, emergency management and emergency response; coordinates resources, responds to public inquiries, liaises with environmental/chemical organizations, and performs other assigned duties.

Criminal Justice Information Systems (CJIS) Background Check
Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility.
