A Contract Compliance Specialist job is available with the City of Fort Worth Environmental Services Department. The City of Fort Worth performs critical program functions ensuring compliance with respective municipal, state, and federal rules and regulations. This is a full-time position working at least 40 hours per week with benefits; the selected individual will typically work from 8:00 am to 5:00 pm, Monday through Friday. Occasionally, work may be required outside of these operating hours and on weekends.
This position will perform a variety of duties for the Environmental Services Department including: administering and contracting for goods and services for both city and funded grant programs; ensuring services provided and funds expended follow contract or grant fund specifications and city policies and procedures; and performing a variety of administrative and technical tasks in support of the procurement and accounts payable assigned areas of responsibility.
Minimum Qualifications:
- Bachelor’s degree in public administration, business administration, accounting, finance, or a related field
- Valid Texas Class “C” driver’s License
Preferred Qualifications:
- Proficient with Microsoft Office Suite, including Word, Excel, PowerPoint, and familiarity with SharePoint and/or Smartsheet
- Experience with PeopleSoft or another software-based procurement and/financial system
- Exceptional Customer Service skills
- Excellent Interpersonal skills
- Knowledgeable in Federal, state or local rules, regulations and guidelines relating to grant fund contract management
The Contract Compliance Specialist job responsibilities include:
- Reviews, analyzes, examines, and monitors financial records of sub-grantees and city departments that have been granted funds from federally or city-funded grant programs. Verifies appropriations and funds availability within the city's accounting and reporting system
- Reviews revenue, expenditure and balances for all grant fund accounts or service contracts; analyzes expenditures to ensure transactions are accurate and appropriate; examines purchase requests; maintains, reviews and monitors financial records and requests for payments; and participates in annual closeout and transfer of funds in compliance with regulations
- Implements, analyzes and maintains cost-effective procurement options. Research procurement options for products and services; monitors purchase orders; and recommends additional procurement methods
- Assists in the development of general fund or grant fund budgets; and participates in the development/coordination of grant applications
- Monitors assigned grant fund programs and grant applications or service contracts for compliance. Audits programs upon completion; and prepares performance reports of completed programs
- Monitors contractor/vendor compliance with contract specifications; and works with contractors/vendors to achieve compliance
- Conducts site visits to audit sub-grantee or contractor compliance with contract requirements; analyzes operations; presents findings; reports any discrepancies; and makes recommendations for corrective action
- Drafts and reviews departmental Mayor & Council Communications (M&C) and Informal Reports (IR).Coordinates and prepares a variety of city, state, and federal financial reports on funds; and ensures all documents are filed promptly
- Assists in preparing requests for proposals for city contracted services. Attends pre-bid conferences to answer questions on program requirements; evaluates proposals and makes recommendations; prepares contracts with service providers and vendors; approves contract payments; and monitors contractor performance and compliance with contract specifications
- Provides information and assistance to local businesses and the general public on contract or grant fund programs rules and regulations, policies and procedures
- Performs other related duties as required
- Adheres to assigned work schedule as outlined in the Department and City attendance policies and procedures; ensures all behaviors comply with the City’s Personnel Rules and Regulations

If the use of arm and/or leg controls requires exertion of forces greater than that for the Sedentary Work category and the worker sits most of the time, the job is rated Light Work.
