Location:  This position is offered on a remote basis in Germany, ideally. We have offices in Munich and Berlin; therefore, a commutable distance to these offices to meet with the Commercial Sales & Leadership Teams. We will, however, consider Europe (with travel) for exceptional candidates - alongside relocation support if possible to Munich or Berlin.

Your Role 

We are seeking a detail-oriented and proactive Proposal Manager to lead constellr’s government and institutional tender efforts. You will own the full bid lifecycle—from opportunity scouting to submission and follow-up—ensuring our proposals stand out in competitive procurements. This role combines structure, curiosity, and storytelling, ideal for someone who thrives at the intersection of technology, policy, and business development. 

Team: You will report to the Head of Government Sales and work closely with the Account Executive, Technical, and Product teams. You’ll also collaborate with leadership and policy teams in Berlin and Brussels to align on strategic government submissions. 

Key Responsibilities

  • Identify, track, and qualify relevant government, ESA, EU, and institutional tenders. 

  • Lead proposal development: structure, coordinate, write, and edit submissions. 

  • Collaborate with sales, product, and technical experts to tailor responses. 

  • Maintain a central bid library and continuously improve templates and collateral. 

  • Manage submission timelines, compliance, and post-bid follow-ups. 

  • Ensure quality, clarity, and strategic alignment of all deliverables. 

  • Support the leadership team with grant and public funding applications. 

  • Maintain awareness of procurement cycles and upcoming funding calls to stay ahead of opportunities.
