LEAP Program Description

Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

About the Position

GSV is currently seeking a TB Monitoring and Evaluation (M&E) Advisor who will provide technical expertise to support the National Tuberculosis & Leprosy Program (NTLP) to monitor implementation of the National TB Strategic Plan (NSP). The M&E Advisor will support collection, analysis and reporting of critical TB data required to report progress against national targets and to meet donor requirements. This includes technical assistance, training, supervision and facilitating routine review of TB data through NTLP data systems at all levels of the NTLP. The M&E Advisor will support the National TB Program of Zambia in carrying out life-saving humanitarian assistance (LHA) in full alignment with the new Presidential Executive Order (EO) directives. 

Responsibilities

Improve capacity of NTLP to collect, analyze and report key TB indicators.

  • Strengthen NTLP M&E frameworks and systems for collecting and using data at all levels of the health system, including key indicators required to monitor progress towards reaching TB targets included in the Second UN High Level Meeting on Tuberculosis, held in September 2023.
  • Implement the M&E-related recommendations from NTP reviews, epidemiological assessments, and other external missions, analyze ongoing issues related to accurate, timely and complete reporting, and identify options for corrective action to the NTLP.
  • Ensure ongoing data analysis and visualization needs for weekly TB Situation Room meeting are met
  • Provide support for the adoption, integration and/or interoperability and ongoing use of electronic notification tools (ex, SmartCare and DHIS 2) with other systems of electronic medical records (e.g. lab and pharmacy).
  • Stay up to date with WHO and other global recommendations related to the collection and analysis of TB data and share with NTLP and other TB data stakeholders via training, webinars, supervision visits and other forms of knowledge sharing.
  • Support collection, compilation, and validation of TB data for annual submission to WHO for the Global TB Report.
  • Provide TA for research including supporting protocol development and data analysis.

Improved Coordination of M&E Activities among stakeholders:

  • Support priority NTLP data collection and analysis activities, including prevalence surveys, cost surveys, inventory studies, epidemiological assessments and other studies aimed at improving measurement of TB burden at national and subnational levels.
  • Participate in collating, summarizing, and presenting the findings from special studies, including clear descriptions of the implications and recommendations for future TB programming; document resulting policy decisions and next steps.
  • Provide technical support and mentorship to improve M&E activities at provincial and district levels.
  • Support NTLP to respond to reporting requirements and data calls from donors, including USG TB Program reporting as described in the Performance-Based Monitoring and Evaluation Framework (to be finalized).

REPORTING:

The M&E Advisor will report to and receive technical direction from the NTLP Manager and will work in close collaboration with DoS/Zambia and DoS/Washington TB team. S/he will operate from the NTP central office in Lusaka and coordinate out of office site visits and any long-term off-site presence with the NTLP manager and DoS/Zambia. The M&E Advisor will provide a monthly summary of all activities undertaken on the last day of each month to the NTLP manager and DoS TB focal points and meet with DoS/Zambia on a quarterly basis to review activities and priorities.

Qualifications 

  • Degree in Statistics, Monitoring & Evaluation, Demography or a related field.
  • Master’s degree in public health, Epidemiology, Medical Statistic, Demography is an added advantage
  • Minimum 5 years of relevant technical experience with master's degree or a minimum 9 years of relevant technical experience with bachelor's degree.
  • At least 5 years working in monitoring and evaluation in the public health field, including collection, analysis and reporting of key TB indicators.
  • Demonstrate a thorough understanding and practical experience in managing a surveillance system for an infectious disease.
  • Excellent report writing, analysis and presentation, including data visualization.
  • Experience working with the key stakeholders in the TB program, preferably the national stakeholders and international donors.
  • Familiarity with TB data systems, key indicators and reporting for NTLP in Zambia is desirable.
