LEAP Program Description

Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

About the Position

The Senior Supply Chain Advisor provides technical management and strategic leadership for the U.S. government health commodities and supply chain programs in Rwanda, in accordance with U.S. government Executive Orders and directives.  The Advisor supports the U.S. Department of State Foreign Assistance Health Office with technical, management, and coordination services to strengthen supply chain systems and the sustainable transfer of related activities to local ownership.  The Advisor ensures proper planning and usage for all commodities procured under the President's Emergency Plan for AIDS Relief (PEPFAR); the President's Malaria Initiative (PMI); and pandemic preparedness and response.  The Advisor provides support to Rwanda Medical Supply Ltd. (RMS) and the Rwanda Biomedical Center (RBC) and other medical supply chain stakeholders within the Rwandan Ministry of Health to build institutional capacity.  The Advisor reports directly to the RMS Chief Executive Officer and coordinates closely with the U.S. Embassy in Rwanda.

Responsibilities

  • Lead the transition of supply chain activities and commodities funded under PEPFAR, PMI, and/or U.S. government-provided pandemic preparedness and response to local ownership in Rwanda.
  • Oversee the timely planning, implementation, management, monitoring, reporting, and performance improvement of U.S. government commodity procurement and logistics activities.
  • Build and maintain strong professional relationships with key stakeholders, including government officials, multilateral institutions, non-governmental organizations, and the private sector.
  • Provide guidance to implementing partners and U.S. and Rwandan government stakeholders on administrative, technical, and policy requirements for commodities procurement, warehousing, and distribution; data management and utilization; and supply chain integration.
  • Assist the Rwandan Ministry of Health with the forecasting, quantification, and procurement of U.S. government-supported commodities.
  • Create and maintain technical and administrative documentation related to commodities procurement and supply chain management.
  • Maintain a high level of technical expertise and knowledge of HIV/AIDS and malaria logistics management and effectively apply expertise to the local context.
  • Analyze field data and report on relevant technical developments in commodities and logistics to the U.S. Department of State Foreign Assistance Health Office.
  • Monitor the political, operational, and donor environment to anticipate challenges and inform the U.S. Embassy in Rwanda of opportunities for coordination.
  • Track progress on the supply chain and commodities programs and promptly alert the U.S. Embassy in Rwanda, Government of Rwanda and partners to any setbacks or challenges that may impede their management.
  • Prepare relevant written and verbal briefings to senior leaders within the U.S. and Rwandan governments as needed.

 

REPORTING

The Senior Supply Chain Advisor reports directly to the Chief Executive Officer of Rwanda Medical Supply Ltd.  The Advisor coordinates with the U.S. Embassy in Rwanda on a weekly basis.  Additionally, the Advisor participates in weekly calls/meetings with U.S. Department of State personnel and a detailed monthly report by the fifth day of the following month.

Qualifications 

  • Advanced degree (Master’s degree or higher) in public health, global health policy, international development, international relations, or a related field.
  • Minimum 8 years of experience in global health initiatives, HIV/AIDS programs, or public health systems management.
  • Demonstrated experience in public health supply chain management and program development.
  • Strong knowledge of HIV/AIDS service delivery, commodities procurement, and public health programs in Sub-Saharan Africa.
  • Ability to quantitatively and qualitatively analyze program data, monitor performance, and evaluate progress.
  • Excellent verbal and written communication skills.
  • Ability to work independently and collaboratively across governments, multilateral institutions, non-governmental organizations, and the private sector.
  • Prior experience working with the U.S. government is preferred but not required.
