LEAP Program Description
Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.
The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.
About the Position
The Advisor will lead the development and implementation of robust monitoring and evaluation (M&E) frameworks tailored to the needs of TB and Global Health Security (GHS) programs, while also supporting integrated approaches across other health initiatives. The Advisor will establish and refine indicators and methodologies to accurately track progress, identify gaps, and inform strategic decision-making for TB, GHS, and other priority health areas. The Advisor will support the Ministry of Health in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.
The Advisor will ensure that all aspects of the TB program—from prevention and diagnosis to treatment and care—are supported by high-quality data collection, analysis, and reporting. In addition, the Advisor will provide integrated M&E support to other health programs, leveraging best practices and lessons learned from TB and GHS to strengthen M&E systems across the health sector. This approach will promote a cohesive, evidence-based strategy for all supported initiatives.
Working closely with the Foreign Assistance Office's (FAO) Strategic Information and Program team, the Advisor will enhance the quality, accessibility, and utilization of M&E systems, with a particular emphasis on data-driven planning and decision-making. The Advisor will design and operationalize results frameworks and performance monitoring plans that prioritize TB and GHS outcomes, while also advancing integrated health objectives. The Advisor will ensure data quality, security, and integrity by applying standardized frameworks and protocols, and will lead capacity-building efforts for M&E teams within USG-supported TB, GHS, and other health programs at the Ministry of Health (MOH), including program staff and partners. These efforts will focus on effective use of M&E tools and data for decision-making, development and maintenance of robust databases, and creation of user-friendly dashboards tailored to program needs.
The Advisor will also support the design and implementation of programmatic evaluations and adaptive learning initiatives, ensuring that findings from TB, GHS, and other health programs are systematically integrated into policy and program development. By promoting evidence-based learning and accountability, and leveraging advanced data tools and analytics, the Advisor will help ensure that health programs remain responsive to emerging needs and aligned with national strategic priorities.
Collaboration with internal and external stakeholders—including government counterparts, implementing partners, USG agencies, and other donors—will be central to aligning M&E activities with national and international standards and reporting requirements.
Through this integrated and strategic approach, the Senior M&E Technical Advisor will position TB and GHS programs for success, while providing essential support to other health and humanitarian initiatives. This role is critical to achieving improved health outcomes, enhanced program accountability, strengthened health security preparedness, and effective resource allocation in support of the Department of State’s mission.
Responsibilities
Monitoring and Data Analysis
The Senior M&E Advisor will strengthen monitoring systems and ensure that programmatic data is systematically used to track progress and inform decision-making. This includes:
- Tracking Indicators and Results: Lead the analysis and reporting of performance indicators as outlined in results frameworks and performance monitoring plans for TB, GHS, and integrated health initiatives.
- Identifying Trends and Gaps: Review monitoring data to identify service delivery gaps, implementation challenges, and areas for improvement in TB treatment cascades, GHS preparedness, disease surveillance, and emergency response. Recommend evidence-based adjustments to enhance effectiveness.
- Defining Analysis Needs: Collaborate with program teams to identify priorities and design analytical products that inform planning, adaptive management, and resource allocation for TB, GHS, and other health programs.
- Benchmarking Performance: Use data to benchmark results against baselines, targets, and donor commitments, providing clear assessments of program effectiveness and progress.
Data Use and Visualization Requirements
The Advisor will ensure that monitoring and evaluation findings are translated into tools that meet program and donor needs. This includes:
- Dashboard Requirements Design: Defining specifications and requirements for program dashboards and analytics platforms in line with M&E frameworks for TB, GHS, and integrated health programs.
- Tailored Reporting Needs: Advising on formats and content for reports and data products tailored to different audiences, including senior leadership, program managers, field staff, and donors.
- Evidence Communication: Ensuring M&E findings are packaged in a way that highlights achievements, challenges, and lessons learned to support evidence-based decision-making for TB control, health security strengthening and other integrated health programs.
Data Management and Systems Strengthening
The Advisor will guide data management practices to ensure accuracy, timeliness, and completeness of monitoring information. This includes:
- System Alignment: Advise on improvements to data systems to meet monitoring and evaluation requirements for TB, GHS and other related integrated health programs.
- Standardized Framework and Protocols: Support the development and implementation of standardized protocols for data collection, reporting, and management that align with organizational and donor standards.
- Capacity Strengthening: Train staff and partners on M&E tools, indicator tracking, and reporting systems to promote reliable and consistent data use across TB, health security, and other integrated health programs.
Quality Assurance and Field Support.
The Advisor will ensure the reliability and validity of program data. This includes:
- Routine Data Quality Assessments (DQAs): Collaborate with Ministry of Health (MOH) and USG staff to prepare tools, coordinate site visits, and conduct DQAs that assess the accuracy, completeness, and consistency of data for TB treatment, GHS surveillance, laboratory reporting, emergency preparedness indicators, and other integrated health data streams.
- Corrective Action Planning: Identify gaps in data quality and recommend practical, actionable solutions to strengthen TB, GHS, and broader health data systems.
- Capacity Building: Strengthen the capacity of MOH and program staff to apply standardized data collection and reporting practices, ensuring robust M&E systems for TB, GHS, and other integrated health programs.
Support for Evaluations, Assessments, and Learning
The Advisor will ensure that evaluations and assessments generate actionable learning to strengthen TB, GHS, and other health programs. Key responsibilities include:
- Evaluations Design: Support the development of evaluation frameworks, methodologies, and tools—including baseline, midline, and endline assessments—for TB, GHS, and integrated health programs.
- Operational Research and Studies: Provide input into the design and implementation of operational research and special studies that address priority questions related to TB treatment outcomes, drug resistance surveillance, GHS capacity gaps, outbreak investigation effectiveness, and cross-border health security coordination.
- Integrate Findings into Programs: Ensure that evaluation results and research findings are systematically incorporated into program and policy development for TB, GHS, and other health initiatives.
- Technical Reporting: Prepare clear, concise reports, briefs, and presentations that synthesize findings and highlight actionable recommendations to strengthen TB control, health security, and integrated health program capacities
- Learning and Adaptation: Facilitate reflection and learning sessions to ensure that M&E evidence informs adaptive management and continuous improvement across TB, GHS, and other supported health programs.
The Advisor will organize and coordinate monitoring and learning visits nationwide to strengthen accountability and build capacity at all levels across TB, GHS, and other health programs. Key responsibilities include:
- Site Visit Calendar Management: Develop and maintain a comprehensive national calendar of site visits for monitoring, learning, and data quality assessment (DQA) activities. This will cover TB facilities, laboratories, disease surveillance sites, points of entry, emergency operations centers, and other relevant health program sites.
- Field Monitoring and DQA: Coordinate and conduct on-site monitoring and DQAs to verify reported results, strengthen data reliability, and ensure high-quality data for TB, GHS, and integrated health programs.
- Learning and Knowledge Transmission: Organize learning initiatives during site visits to facilitate knowledge sharing and best practice exchange among national, provincial, and district-level teams working on TB, GHS, and other health priorities.
- Follow-Up Actions: Document and disseminate findings from site visits, and ensure actionable recommendations are implemented to drive continuous improvement in TB, GHS, and broader health program activities.
Deliverables
- Monitoring and Evaluation Frameworks & Tools: Develop and update results frameworks, indicator reference sheets, and data collection tools that align with programmatic and donor requirements for integrated health programs.
- Performance and Evaluation Reports: Prepare comprehensive monitoring and evaluation reports that summarize progress against indicators, highlight key findings, and provide actionable recommendations for program improvement and health system strengthening.
- Data Quality Assurance Outputs: Produce reports from Data Quality Assessments (DQAs), including identified gaps, corrective action plans, and follow-up documentation to enhance data quality across health information systems.
- Evaluation & Learning Products: Document and support evaluations, assessments, and learning activities, including reports and findings from external reviews, simulation exercises, after-action reviews, and monitoring activities.
- Dashboard & Analytics Requirements: Define clear specifications for dashboards, analytics, and reporting tools that align with M&E frameworks and support program learning and decision-making needs.
- National Site Visit Schedule and Reports: Maintain a consolidated schedule of planned M&E site visits nationwide, with corresponding trip reports and follow-up action plans to support continuous improvement across health programs and systems.
- Capacity Strengthening Plan: Develop and implement a structured plan to build the capacity of program and Ministry of Health staff in M&E, including training materials, mentoring schedules, and documentation of progress.
Reporting
The Senior Monitoring and Evaluation Technical Advisor will submit a detailed monthly report to the U.S. Department of State by the 5th day of each month, summarizing key activities, progress, and challenges. In addition, the Advisor will provide a brief weekly progress report and participate in weekly calls with the Department, highlighting main achievements and emerging issues. The reporting format may be adjusted with the concurrence of the Contracting Officer’s Representative (COR).
The Senior M&E Advisor will work in close collaboration with the Health Programs, Strategic Partnerships, and FAO M&E teams, and will report directly to the FAO-Health Strategic Information Advisor Team Lead
Qualifications
- A master’s degree or bachelor’s degree with experience in public health, epidemiology, statistics, information technology, social services or a related field, or a medical degree is required.
- Minimum of 7 years of work experience in the implementation of monitoring and/or evaluation of health program indicators.
- Work experience with M&E systems for USG health programs, including reporting and Health indicators in Mozambique.
- Proficiency in data analysis tools (e.g., R, Python, Excel) and visualization platforms (e.g., Tableau, Power BI).
- Strong understanding of data quality assessment methodologies.
- Excellent communication and interpersonal skills, with the ability to present complex data to non-technical audiences.
- Strong skills in data management and personnel management.
- Knowledge and practical experience in health-related research and associated ethical requirements.
- Knowledge and experience in health information management systems and database maintenance.
- Level IV (advanced professional proficiency) in both English and Portuguese, both oral and written, is required.
- Strong technical expertise in Monitoring and Evaluation of health projects
