LEAP Program Description

Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

About the Position

The Health Security Strengthening Advisor will enhance Haiti’s capacity for epidemic prevention, preparedness, detection, and response by fostering collaboration among the Ministry of Public Health and Population (MSPP), the Ministry of Agriculture, Natural Resources and Rural Development (MARNDR), and National Health Science academic institutions. This role will advance pre-service training, ensure the sustainability of the Field Epidemiology Training Program (FETP), and promote data-driven decision-making for surveillance and outbreak response. The Advisor will support the MSPP in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives. The position aligns with the America First Global Health Strategy and U.S. Government Global Health Security priorities, supporting a multisectoral approach that integrates human and animal health systems.

Responsibilities

Multisectoral Collaboration

  • Strengthen coordination between MSPP, MARNDR, and academic institutions to advance a multisectoral health framework for epidemic prevention and response.
  • Organize joint workshops, simulation exercises that address human and animal health risks.

Surveillance & Data-Driven Decision Making

  • Promote analytics capacity and data literacy within MSPP and MARNDR to support evidence-based decision-making for epidemic preparedness and response.
  • Support integration of surveillance data systems (e.g., DHIS2) into academic training programs.
  • Facilitate joint projects between ministries and universities to improve data quality, timeliness, and use for outbreak detection.

Capacity Building

  • Establish and maintain strategic collaboration with Universities to integrate epidemic prevention and response into curricula and pre-service training programs.
  • Support the design and implementation of competency-based training modules for zoonotic disease, emerging health treats, epidemiology, surveillance, and outbreak response.
  • Facilitate faculty development workshops and mentorship programs to strengthen capacity in public health and multisectoral approach.

Field Epidemiology Training Program (FETP)

  • Collaborate with CDC, MSPP, MARNDR and academic institutions to sustain and expand the FETP program to also include animal health and ensuring integration of graduates into the national health system.
  • Develop strategies for long-term institutionalization of FETP and public health training within Haitian universities, including accreditation and resource mobilization.

Policy & Strategy Alignment

  • Ensure national academic programs on global health security align with national health security priorities and the America First Global Health Strategy.
  • Contribute to the development of national guidelines, SOPs, and strategic plans for epidemic preparedness and response.

Community Engagement & Knowledge Dissemination

  • Support collaboration with ministries and academic institution in developing community outreach programs that strengthen trust in public health systems.
  • Facilitate dissemination of evidence-based findings and best practices through conferences, policy briefs, and peer-reviewed publications.

COMMUNICATIONS

  • Regular conference calls with multisectoral stakeholders, U.S. Embassy to review progress, discuss activities and address emerging issues.
  • The GHS Technical Advisor should provide information and avail him/herself for calls/meetings with the State Department/U.S. Embassy as requested.
  • The Advisor will provide monthly reports to US Embassy/U.S. Department of State

REPORTING:

The Health Security Strengthening Advisor will provide a detailed monthly report to the U.S. Department of State submitted by the 5th day of the following month. Additionally, the Advisor will submit a weekly progress report to U.S. Embassy/Department of State (and participate in weekly calls) to include a short paragraph about main successes for that week. The format for reporting may be adjusted with concurrence from the COR.

Qualifications

  • Advanced degree (master’s or higher) in Public Health, Epidemiology, Health Systems, Veterinary Medicine, or a related field. Or, extended experience on medical education, health science education, practical health training.
  • Minimum 7 years of experience in public health, epidemic preparedness, or health security, medical education, including collaboration with academic institutions.
  • Proven track record in curriculum development, capacity building, and multisectoral coordination.
  • Experience with FETP, surveillance systems, and data analytics.
  • Experience collaborating with MSPP, CDC, USG or similar.
  • Experience in PEPFAR, PMI and other multilateral infectious disease and epidemic control programs.
  • Verbal and written professional proficiency in English and French.
