About the Position
Dexis Professional Services (Dexis) is seeking a CTPL-II Emanations Manager for an opportunity within the U.S. Department of State, Bureau of Diplomatic Security (DS), supporting the Countermeasures & Risk Technology Services (CRTS) Support contract under CMP/ECB-CDE. The purpose of this contract is to provide advanced technical security expertise to protect U.S. diplomatic facilities and personnel from compromising emanations and other technical surveillance threats through evaluation, compliance oversight, and implementation of RF and acoustic countermeasures.
This full-time position is located in the Washington, D.C. metropolitan area and is required to be on-site full time, except as permitted under situational telework agreements.
This position requires an active Top Secret clearance with SCI eligibility. The position is contingent upon contract award.
Responsibilities
• The CTPL-II Emanations Manager reviews test plans and reports from Radio Frequency (RF) and Acoustic countermeasure manufacturers and works closely with Technical Security Systems (TSS) to evaluate new equipment for Department of State use.
• The manager stays current on all State-approved equipment, including changes in design and system configurations, and determines requirements to protect against compromising emanations both domestically and overseas.
• The role involves developing mitigation strategies and exception packages in response to requests from overseas security personnel, reviewing countermeasure requirements for domestic and overseas facilities, and anticipating future needs.
• The manager responds to emanation-related questions, requests for clarification, and other support issues, and represents the Department of State at advisory boards, interagency committees, and working groups.
• The role also includes performing technical inspections abroad to ensure compliance and resolve identified issues.
• The CTPL-II Emanations Manager is responsible for working with data throughout its lifecycle, including collection, management, analysis, reporting, and secure disposition, to support technical and operational requirements.
Supervisory Responsibilities
• Serves as the section lead, ensuring consistent operations and providing employees with a clear understanding of their responsibilities.
• Acts as a liaison with post personnel and other countermeasure programs to ensure coordination and alignment of efforts.
• Creates a work environment that fosters individual growth and professional development.
Qualifications
• Specific knowledge of U.S. Government regulations and policies related to TEMPEST emanations and technical security countermeasures.
• Either 15 years’ experience, or Bachelor’s Degree with 10 years’ experience.
• Knowledge and understanding of Intelligence Community standards and directives.
• Substantive knowledge of regulations governing the use of classified materials.
• Understanding of the use and processes of radio frequency (RF) testing equipment.
• Knowledge of acoustics and countermeasures is highly desired.
• Proficiency in Microsoft O365.
• Demonstrated experience working with data throughout its lifecycle, including collection, management, analysis, reporting, and secure disposition.
• Positive attitude, strong teamwork skills, and ability to work effectively with minimal supervision.
• Attention to detail, multitasking ability, and capacity to manage multiple projects in a fast-paced environment.
• Certification as a Certified TEMPEST Professional Level-II, or the ability to obtain this certification, is required.
• Ability to perform physical activities such as climbing, manual labor, using ladders, and working on construction sites.
This position is telework eligible on a situational basis with supervisory approval. No routine telework agreements will be available.
10-25% CONUS and OCONUS travel may be required for program coordination.
Travel both domestically and internationally is required based on mission and business demands. Domestic travel may be required for training and program coordination.
