About the Position
Dexis is seeking a Design, Monitoring, and Evaluation (DME) Specialist to support anticipated programming with the Department of State’s (DOS) Bureau of International Narcotics and Law Enforcement Affairs (INL). This opportunity will support End-Use Monitoring (EUM) in Haiti to accomplish INL’s mission of strengthening law enforcement, public security, and criminal justice institutions. Candidates must have an active Secret Clearance.
This position is contingent upon contract award.
Responsibilities
- Design and implement activities including tool development, data collection methodologies, and field supervision.
- Develop and deploy data collection instruments and oversee field data collection to ensure accuracy, consistency, and completeness.
- Conduct audits of existing EUM protocols, identifying process weaknesses, gaps, and inefficiencies.
- Assess internal controls and procedures, including property accountability processes, and recommend improvements.
- Perform data cleaning, validation, and quality assurance to ensure data integrity and reliability.
- Analyze large and complex datasets to assess program performance, outcomes, and risks.
- Produce clear, concise analytical reports aligned with funder requirements, including performance against indicators and targets.
- Develop data visualizations and presentations that translate complex findings into actionable insights.
- Support process mapping and workflow analysis to improve operational efficiency and program effectiveness.
- Ensure all data and reporting outputs meet contractual, compliance, and quality standards.
- Coordinate with program staff and stakeholders to support data-driven decision-making.
- Maintain organized documentation of data, methodologies, and analytical outputs for reporting and audit readiness.
Qualifications
- Minimum three (3) years of experience in process mapping, auditing, data analysis and/or monitoring and evaluation.
- Bachelor’s degree.
- Based in Port-au-Prince, Haiti.
- U.S. Citizen.
- Secret Clearance.
- Experience in assessing risks, reviewing internal controls and procedures, identifying process weaknesses and inefficiencies, with preference for experience auditing property accountability.
- Data analysis / administration background.
- Fluency in English, proficiency in French and/or French Creole preferred.
- Proficient computer skills including Microsoft Word, Excel, and Outlook.
- Proven ability to produce clear, concise, written reports and presentations in English.
- Able to drive armored vehicles.
- Excellent interpersonal skills.
