QA/QC Inspector – Aviation Fuel Infrastructure Project | Libya

ISS International S.p.A. is currently looking for an experienced QA/QC Inspector to join an international EPC construction project based in Misrata, Libya.

The project involves the construction of aviation fuel distribution and aircraft refuelling infrastructure, including piping systems, mechanical installations and associated safety and monitoring systems.

The selected professional will perform and coordinate quality inspections at site, ensuring that construction activities, materials, welding, testing and project documentation comply with approved procedures, technical specifications, applicable codes and Client requirements.

Main Responsibilities

  • Perform inspections of piping, mechanical and related construction activities;

  • Verify compliance with approved Inspection and Test Plans, drawings, specifications and quality procedures;

  • Review material certificates and ensure proper material identification and traceability;

  • Inspect fit-up, welding, NDT, pressure testing, flushing, reinstatement and mechanical completion activities;

  • Verify the correct implementation of approved WPS, PQR and welder qualification requirements;

  • Coordinate inspections and hold points with Construction teams, subcontractors and Client representatives;

  • Prepare inspection reports, quality records and supporting documentation;

  • Identify non-conformities and support the issuance, monitoring and close-out of NCRs;

  • Monitor punch-list items and verify completion of corrective actions;

  • Support the preparation of test packs, mechanical completion dossiers and final quality documentation;

  • Ensure that measuring and inspection equipment is properly calibrated and controlled;

  • Support quality audits and site quality meetings when required.

Main Requirements

  • Proven experience as QA/QC Inspector on EPC construction projects within Oil & Gas, petrochemical, fuel storage, terminals, pipelines or similar industrial sectors;

  • Strong experience in piping and mechanical inspection activities;

  • Good knowledge of welding inspection, NDT methods, material traceability, hydrotesting and mechanical completion documentation;

  • Familiarity with applicable international standards and codes, including ASME, API, ASTM, ISO and relevant EN standards;

  • Ability to read P&IDs, isometric drawings, general arrangements and technical specifications;

  • Experience with Inspection and Test Plans, NCR management, punch lists, test packs and quality dossiers;

  • Relevant welding, NDT, coating or mechanical inspection certifications will be considered a strong advantage;

  • Previous experience with aviation fuel facilities or fuel storage and distribution systems will be considered an advantage;

  • Good command of English;

  • Knowledge of French will be considered an advantage, also in view of potential future assignments in North Africa;

  • Availability to work on a rotational basis in Libya;

  • Citizenship of an EU Member State is mandatory due to project-specific mobilization and security requirements.

Job Details

  • Location: Misrata, Libya

  • Expected starting date: September 2026

  • Initial assignment: until 31 December 2026

  • Future opportunities: the project is expected to continue through subsequent construction phases, which may offer opportunities for further mobilization or re-engagement

  • Working schedule: 10 worked hours per day – 6 days per week

  • Rotation: 60 days ON / 10 days OFF, inclusive of travelling days

  • Accommodation: single accommodation provided at site or within a dedicated compound

  • Transportation: secured local transportation provided

  • Air tickets: round-trip air tickets provided in accordance with the project rotation
