The Deputy Site Manager supports the Site Manager in overseeing and coordinating all on-site operations to ensure smooth, safe, and efficient performance. The role involves managing personnel, ensuring compliance with client and company standards, coordinating site access and documentation, and maintaining continuous communication with employees, management, and clients. The Deputy Site Manager acts as the key link between field operations and company administration.
Requirements
1. Site Operations & Coordination
- Assist the Site Manager in supervising all daily activities at assigned project sites.
- Ensure that site operations meet contractual obligations, client expectations, and company policies.
- Conduct regular inspections to monitor performance, housekeeping, and compliance with HSE standards.
- Coordinate manpower allocation, work schedules, and operational resources according to project needs.
- Provide operational support during mobilization, demobilization, and site handover stages.
2. Personnel Administration & HR Coordination
- Maintain daily communication with site employees, supervisors, and client representatives (e.g., Amentum).
- Supervise the preparation, review, and submission of timesheets for all employees on a weekly and monthly basis.
- Evaluate and approve leave requests in coordination with HR and ensure appropriate coverage on site.
- Coordinate with HR for new hire onboarding, medical checks, and EHS (Environment, Health & Safety) training.
- Support the issuance of employment contracts and social security registration in coordination with the legal department.
3. Access & Security Management
- Liaise with the Regional Security Office (RSO) and client representatives to manage site access permissions.
- Oversee the issuance, renewal, and record-keeping of International Zone (IZ) badges and site access permits.
- Coordinate with the escort team to facilitate safe and compliant entry for new hires and visitors.
- Follow up on vetting and background check processes, ensuring candidates meet language and qualification standards.
4. Communication & Reporting
- Act as the focal point for communication between site staff, company management, and client representatives.
- Participate in regular coordination meetings with the client to discuss staffing, performance, and new positions.
- Prepare and submit daily, weekly, and monthly operational reports to the Site Manager and upper management.
- Escalate any site issues, performance concerns, or operational challenges promptly and propose corrective actions.
5. Health, Safety & Environment (HSE)
- Promote a strong safety culture and ensure full adherence to company and client HSE policies.
- Support the organization of safety drills, toolbox talks, and refresher trainings.
- Immediately report incidents, accidents, or unsafe conditions to the Site Manager and HSE department.
- Ensure corrective measures are implemented to prevent recurrence.
Qualifications
- Bachelor’s degree or diploma in Engineering, Business Administration, or a related field (preferred).
- Minimum 4–6 years of progressive experience in site operations, project supervision, or facility management.
- Proven experience working in multinational or high-security environments (e.g., UN, USG, or oil & gas sites).
- Strong leadership, coordination, and communication skills.
- Knowledge of Iraqi labor law, site access protocols, and social security regulations is an advantage.
- Fluency in English and Arabic (spoken and written).
