Job Overview

The Human Resources & Logistic Associate Manager (HRLAM) is responsible for all aspects of the human resource and Administration functions within the country program. Reporting to the Finance & Administration Manager, with dotted line accountability to the Senior Director, International Human Resources, the position is responsible for providing strategic and operational leadership across human resources, administration, logistics, fleet, assets, IT oversight and office operations within the country program. The incumbent ensures full compliance with EGPAF policies, donor regulations and national labor legislation. The overall objective of the position is to support the development and retention of a high-performance work force and a learning culture.

 

  1. Human Resources
  • Provide leadership and oversee HR operations to ensure strategic initiatives are implemented with a strong emphasis on recruitment, development and retention of high-quality staff.   
  • Develop and implement national HR strategies, plans & budgets that support program objectives, and ensure full implementation of defined HR standards & good practices.
  • Conduct analysis and market research on salary and benefits trends. Provide HR guidance and recommendations to ensure the program remains competitive.
  • Lead workforce planning, organizational design and staffing projections aligned with approved budgets, donor awards and program priorities.
  • Establish and oversee recruiting, hiring and orientation plans and procedures for EGPAF employees.
  • Establish and oversee internal HR policies, procedures and programs.  Ensure communication and compliance with all internal policies and procedures as well as external regulations and applicable labour laws.
  • Manage administration of personnel benefits and compliance with tax laws, including employee terms & conditions of service, salaries & benefits, employment contracts, and leave records.
  • Administer performance management processes to align employee performance with EGPAF program goals and objectives and assist management in creating and retaining high performance employees and teams. 
  • Continuously evaluate existing work processes and make recommendations for process improvements ad needed.
  • Facilitate employee communication, provide employee services and counseling, advise on disciplinary, grievance and conflict resolution procedures, and promote employee safety, welfare, wellness and health.
  • Manage and resolve employee relations issues (Industrial Relations) and assist management with conflict resolution to ensure that issues are identified, addressed promptly, appropriately and fairly.
  • Collaborate with the Director for Operations and the Senior Director- International HR, on sensitive matters including litigation.  Implement preventative measures and assist in reducing litigation by ensuring fair and equitable application of policies and practices.
  • Interface and coordinate with managers and supervisors to enhance communication, education and ensure effective implementation of HR programs. In collaboration with the international human resources team to administer, communicate and promote EGPAF programs and policies.
  • Foster and demonstrate a workplace inclusive of creating opportunity, serving others, building trust, innovation and exceeding expectations
  • Coordinate the country office security management plans
  • Serve as the performance leader for the country administration team.
  • Supervise HR and Administration staff members and oversee the management of seconded personnel.
  • Conduct regular field trips to project offices to monitor and review human resource and administrative procedures and assist project staff, where appropriate.
  • Manage the country learning and development plan, identify growth and development opportunities for high potential staff, and facilitate management & leadership development initiatives.

  • Perform other relevant duties and responsibilities as assigned.

 

  1. Office Administration & Operational Support
  • Provide overall leadership for office administration functions, ensuring efficient day-to-day operations.
  • Oversee office maintenance, supplies procurement, service contracts and administrative systems.
  • Supervise administrative staff, ensuring adherence to organizational policies and performance standards.
  • Develop and implement administrative SOPs to enhance operational efficiency.
  • Ensure full compliance with donor regulations (e.g. CDC), EGPAF HR policies, labor law, and audit requirements, including documentation, approvals and reporting.

 

  1. Logistics & Fleet Management
  • Manage transport operations, including vehicle scheduling and driver supervision.
  • Monitor fleet performance in the Fleetio system, ensuring accuracy of mileage, fuel, maintenance and compliance data.
  • Ensure submission of monthly Fleetio reports by the 15th of each month.
  • Coordinate emergency transport needs and ensure contingency plans are in place.
  • Oversee travel logistics for staff and consultants, including booking, compliance checks and cost control.
  • Maintain travel records, reporting dashboards and ensure adherence to travel policies.
  • Coordinate accommodation arrangements for staff and visiting personnel.
  1. Asset Management
  • Oversee all asset management functions, ensuring accurate tracking and safeguarding of Foundation property ensuring compliance with EGPAF and donor asset management regulations.
  • Manage the Asset Tiger system, ensuring timely updates, tagging and reconciliations.
  • Coordinate transfer of assets to health facilities as per program requirements.
  • Lead asset disposal processes, including follow-up on auctions for items marked for disposal.
  • Implement asset audit action plans and ensure compliance with EGPAF and donor requirements.
  1. Information Technology (IT) Oversight

This role provides managerial oversight and coordination; specialized IT technical support remains the responsibility of designated IT staff

  • Provide supervisory leadership to the IT team, ensuring systems stability, security and uptime.
  • Oversee IT operational performance, IT policies, compliance and disaster recovery readiness.
  • Ensure timely coordination and resolution of IT support tickets, escalating issues as needed.
  • Manage hardware and software inventory, replacements, lifecycle planning and security standards.
  • Oversee allocation, maintenance and optimization of printers and other office hardware.
  • Support installation and maintenance of security infrastructure, including CCTV and access control systems (e.g., Inhambane office).
  • Coordinate with HQ IT and external service providers to ensure quality service delivery and alignment with global standards.

 

  1. Audits, Compliance & Reporting
  • Lead preparation for internal and external audits related to HR, administration, logistics, fleet, assets and IT, and ensure timely closure of audit findings. Develop, track and implement audit action plans for Administration, Logistics and IT.
  • Prepare and update annual PTA (work plan) for Administration, Logistics and IT operations.
  • Prepare and submit periodic administrative and logistics reports to management.
