ABOUT THE ROLE

As the Project Manager, you will be responsible for managing the day-to-day operations of the National Control Center, ensuring effective monitoring, reporting, and coordination across stakeholders. You will define operational dashboards and workflows, oversee monitoring activities, coordinate with surveillance and support teams, and ensure timely escalation and reporting to support compliant and reliable Track & Trace operations. 

KEY RESPONSIBILITIES :

  • Act as the primary hub for collecting real-time data from production lines, import points, and distribution warehouses;

  • Oversee the use of UID verification applications to confirm product authenticity offered for tax authorities and public consumers;

  • Identify discrepancies across stamps ordered, issued, applied, wasted, activated, and verified, and monitor EO UID orders against historical records to detect potential under-reporting. 

  • Identify, log, and manage offense and case management records, coordinating with enforcement and investigation teams to ensure proper escalation, tracking, and resolution in line with established procedures;

  • Track the "Track and Trace" journey of excisable goods to ensure products are not diverted to the black market;

  • Generate instant notifications when the system detects suspicious activities, such as duplicate codes or unauthorized production spikes;

  • Direct field inspectors and law enforcement to specific locations where counterfeit or non-compliant goods have been flagged;

  • Facilitate data sharing and strategic planning between Customs, Tax Authorities, and the Ministry of Revenue;

  • Use historical data to forecast revenue trends and identify high-risk geographic areas or industries for targeted audits;

  • Ensure the secure operation of the digital infrastructure, protecting the program from cyberattacks or data tampering;

  • Ensure that Track & Trace data and CCTV events are perfectly synced and tamper-proof to detect and deter illegal production. 

  • Define and dictate the design of all dashboards and reports to ensure they translate complex data into actionable insights, meeting both customer and operational needs to effectively detect and deter illegal production.

  • Monitor real-time connectivity of taxpayer sites to the National Command Center and promptly flag outages or anomalies as potential operational or compliance risks. 

Main Missions :
  • End-to-End Production Visibility: Maintain an operational view of product movement, from stamp production and application on production lines through to final packaging. 

  • Data Consistency & Integrity Oversight: Ensure consistency and alignment across all operational systems and monitoring sources, maintaining a reliable and traceable record of events for oversight and enforcement. 

  • Actionable Reporting & Insights: Define how operational data is presented to enable decision-makers to quickly identify risks, gaps, and irregular activities. 

  • Proactive Monitoring & Enforcement Support: Enable a shift from manual checks to continuous, data-driven monitoring that supports early detection and deterrence of non-compliant activity. 

ABOUT YOU

You are/have:

  • Experience operating in command center or 24/7 operational environments; 

  • Experience defining and using operational KPIs and management dashboards; 

  • Strong focus on auditability, data integrity, and compliance reporting; 

  • Proven ability to coordinate multi-system integrations, including external monitoring or surveillance tools; 

  • Strong communication skills, with the ability to bridge operational, technical, and non-technical government stakeholders; 

  • Prior experience in government or regulated-sector programs. 

Nice to Have :
  • Exposure to Track & Trace, supply chain, logistics, or enforcement operations. 

  • Familiarity with CCTV monitoring and incident escalation workflows.
