Qualifications and Certifications

• Education
• Master’s degree (or equivalent) in Information Technology, Finance, Economics, or a related discipline.
 
• Professional Experience
• Must demonstrate experience in at least two Estonian public sector financial management projects, delivered within the last 60 months.
• Proven involvement in government digital transformation initiatives, particularly related to public financial management modernization and enterprise system implementations.
• Experience supporting or leading functional design, advisory services, and implementation activities for financial management or enterprise solutions in public sector environments.
• Strong understanding of public sector financial management frameworks, including budgeting, accounting, treasury, reporting, and fiscal governance.
• Ability to translate policy, regulatory, and business requirements into functional and system-level solutions.
• Experience working closely with government counterparts, senior officials, and cross-agency stakeholders, contributing to steering committees, workshops, and decision-making forums.
• Contribution to project deliverables, documentation, testing, training, and knowledge transfer, ensuring sustainability and institutional capacity building.
• Experience operating within structured governance, methodologies, and quality assurance frameworks typical of government and EU-funded programs.
• Strong analytical, communication, and stakeholder management skills, with the ability to operate effectively in complex public sector environments.
• Fluency in Estonian and English is mandatory (written and spoken).
