JOB CONTEXT:
Since April 2023, Sudan has been facing an unprecedented humanitarian crisis, fueled by the conflict between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF). Armed conflict, attacks on civilians, population displacements, malnutrition, epidemics and climate shocks have left 30.4 million people, or nearly two-thirds of Sudan's population (+23% compared to 2024), including 16 million children, in urgent need of humanitarian assistance (OCHA, HRP 2025). The conflict has displaced more than 12 million people, making it the largest displacement crisis in the world. The situation is particularly dire for people living in areas of active conflict, including Darfur, one of the most affected regions in Sudan, where nearly 80% of the population (meaning 30.4 million people1) is in need of humanitarian assistance (OCHA, HRP 2025).

Since January 2024, HI has been responding to Sudan’s crisis. HI’s joint multisectorial response in Gedaref State, implemented with a Sudanese partner NGO, is already providing physical and functional rehabilitation services in healthcare centers and at community level, as well as MHPSS services, including individual and group counselling. HI is further engaged at the humanitarian coordination level to mainstream disability inclusion throughout the humanitarian response.

HI is scaling up its response from both geographic and modalities/sectorial perspectives. In particular, HI has deployed emergency response teams in Darfur, to setup its operations and initiate its response in the western parts of Sudan, since December 2024. Activities are implemented in Darfur since January 2025 in Basic needs (Wash and FSL), and assessment in other sectors are being conducted. The advertised vacancy is to be part of that team.

Atlas Logistique is an operational unit of HI, which has been supporting humanitarian actors since 1993. Atlas Logistique (AL) facilitates, optimises and accelerates the delivery of aid in emergency situations and chronic crisis contexts. Our mission is to open up humanitarian space to the most hard-to-reach populations and to optimise humanitarian supply chains. AL’s operations focus around four key sectors: shared transport and storage platforms, medical logistics, logistics capacity building and light civil access engineering, both in the preparation and response phases of emergencies. These all contribute to HI-AL's positioning as a key player in humanitarian access.

YOUR MISSION:

After a phase of initial diagnosis to understand the logistical needs of the humanitarian community in Darfur, AL is launching operations in Darfur focusing on storage, transportation and capacity building activities.

Reporting to the Atlas Operations Manager, the Area Logistics Manager ensures the efficient management of logistics resources for the Area of Responsibility, and specifically leading and coordinating all logistics operations in support to Atlas Logistique operations launch phase.

This role ensures that all Atlas Logistique teams are fully supported, equipped, and able to deploy safely, efficiently, and in compliance with HI standard processes. The Area Logistics Manager ensures uninterrupted operational readiness in a complex, high-risk, and resource-restricted context. This includes the opening of a new office and guesthouses in a new area. (North Darfur - Tawila).

Your main responsibilities will be:

Management

• Manager as a role model: embody HI's values of humanity, inclusion, commitment and integrity

• Manager as coach for meaning: understand the strategy, make it explicit, translate it into operational objectives for its team, lead the necessary changes. Give meaning to each management action. Encourage inter and intra departmental exchanges of practice. Encourage innovation and risk-taking.

• Operational Manager: organize the operational management of its team, structure the work around identified processes, steer performance and facilitate the resolution of problems.

• Manager 1st HR & Coach: contribute to the development of its staff, creating the conditions for their commitment, professionalism and attachment to HI. Ensure compliance with the code of conduct and institutional policies, the mindset and expected individual and collective behavior.

Steering

• Contribute to the Operational Strategy for the AoR and implement it.

• Develop and monitor Action Plans for the AoR

• Proactively engage with external stakeholders to partner, mutualize, coordinate and streamline activities in the AoR.

• In case of emergency, update team priorities and calibrate crisis derogations for a swift response to the humanitarian imperative

Professional Channel

• Ensure the team structure, roles, and resources in the AoR align with operational, and contextual needs

• Ensure effective recruitment, onboarding, performance management, and technical evaluation of staff within the AoR

• Lead capacity building of teams within the AoR and its internal clients

Standards Deployment

• Deploy HI standards (Directives, Policies, Procedures) within its AoR.

• Lead the implementation of comprehensive Emergency Preparedness measures within the AoR, in alignment with the REACT Action Plan

• Guarantee compliance with and the application of internal rules and the rules of institutional donors for the AoR

Risk Management

• Maintain risks analysis matrix in line with the Programme’s standards, and execute mitigation measures

• Ensure Internal Controls are effectively implemented in all processes and activities

• Ensure Records Management requirements are adhered to

• Within its AoR, contribute to external audits and capitalize on recommendations and findings

Requirements

• You hold a degree in logistics or supply chain.

• You have at least 3 years of experience in management of humanitarian logistics and at least 2 years of experience in emergency responses in conflict-affected countries.

• You are able to project quickly in an emergency context, manage your stress, and work under pressure.

• You are able to handle conflicts, you have strong interpersonal and intercultural skills, with good communication and negotiation skills in English.

• With a high capacity for analysis and synthesis, you have proven training and local capacity building experience.
