Hume City Council is seeking a dynamic and visionary leader to take on the role of Manager Family, Youth and Children. Driving strategic community outcomes, this role is accountable for leading the Best Start, Best life reforms and ensuring families, young people and children in Hume are safe, nurtured and well. Reporting to the Director City Services and Living, you will be a key member of the Senior Leadership Team, guiding a dedicated team to creating opportunities for children and young people aged 0-24 years to learn and thrive, feel safe, connected, and empowered to contribute to community life. You will lead four portfolio areas, ensuring inclusive, evidence-informed services and programs across:

  • Maternal and Child Health Services (MCH); strategic advice and direction to a contemporary and innovative Maternal and Child Health Services that operates from 23 locations across the city, including enhanced and outreach service delivery.
  • Early Years Operations; delivering high quality, family and child-centred education and care programs across 34 sites (including three-and-four-year-old kindergarten and long day care).
  • Inclusion and Service Planning; managing and coordinating all Department of Education support functions including Central Registration, Access to Early Learning, Playgroups, School Readiness funding and Council’s Pre-school Field Officer program.
  • Youth Engagement and Pathways; supporting the development of young people (aged between 8-24 years of age) to engage in education, employment, life skills and community life.

What you’ll be doing:

As the Manager Family, Youth and Children, you will have responsibilities for:

  • Strategic Planning – Develop and implement strategic plans and policies across the Family, Youth and Children Department that align with Council’s vision, ensuring long-term community benefits.
  • Empowering Leadership – Inspire and mentor staff through values-driven leadership, fostering a high-performing and engaged team.
  • Stakeholder Management – Foster strong relationships with Councillors, Department liaisons, community groups, and key stakeholders, ensuring collaboration and shared goals.
  • Effective Communication – Deliver clear, strategic messaging through reports, briefings, and stakeholder engagement.
  • Accountability & Resource Allocation – Drive efficiency within the department, ensuring optimal use of resources to achieve strategic outcomes.
  • Governance & Compliance – Ensure transparency, integrity, and adherence to Council policies and delegated authorities.

The skills and experience you’ll bring to the role:

  • Tertiary degree and preferably postgraduate qualifications in a relevant field.
  • Substantial experience at a senior leadership level, including strategic oversight of highly regulated and legislated programs and services.
  • Demonstrated experience in inspiring and fostering a positive, collaborative and high performing culture.
  • Highly developed conceptual, analytical, and strategic skills with a track record in leading change within a complex and diverse organisation.
  • Strong financial, people and project management skills, with experience in managing a multidisciplinary and geographically dispersed workforce.
  • Exceptional communication and engagement skills, with the ability to communicate and connect with diverse audiences and stakeholders.
  • Strong understanding of contemporary challenges and opportunities relevant to local government, including community inclusion, social justice and climate change.
