The Oporajita Phase II– Collective Impact on Future of Work in Bangladesh funded by the H&M Foundation, aims to enhance the employability of out-of-work women garment workers and safeguard their livelihoods from the impacts of automation, digitalization, and climate change. Building on the success of Phase I, Phase II will expand to reach additional out of work women garment workers, including new participants in new geographic locations. The project will equip women with advanced entrepreneurial skills, market and credit linkages, and opportunities in high-growth climate-smart sectors such as renewable energy, sustainable agriculture, waste management, and circular economy enterprises. It will also address structural barriers to women’s market participation, promote green business models, and strengthen socio-economic resilience through partnerships with business development service providers, financial institutions, business membership organizations, and consortium partners.

 

iDE Bangladesh is seeking a dynamic Project Manager for Phase II of the Oporajita Project to provide both strategic and operational leadership across four districts. The Project Manager will shape the technical vision, oversee implementation, manage field operations, and ensure the delivery of high-quality results.

 

This role requires strong leadership in market systems development, women’s economic empowerment, and partnership management—collaborating closely with donors, the private sector, government agencies, and civil society to maximize impact. The Project Manager will lead a field team (including Market Development Officers), coordinate with technical units, and maintain effective stakeholder relationships to ensure interventions remain adaptive, innovative, and results-oriented.

Reporting Line: Associate Director – Programs

Contract Duration: 2 (Two) years

The responsibilities of the Project Manager will include but are not limited to the descriptions below-

Strategic Leadership & Vision

●     Lead the strategic direction of Oporajita Phase II, ensuring alignment with iDE’s market systems development approach, women’s economic empowerment framework, and Green Growth Strategy.

●     Translate the project’s Theory of Change into actionable work plans that achieve outcome and KPI targets.

●     Facilitate adaptive management, integrating learning from monitoring, market analysis, and stakeholder feedback into project delivery.

●     Promote climate-smart, gender-transformative approaches across all project components.

●     Design and deliver training curricula and materials for entrepreneurs, enterprise owners, and service providers.

●     Develop tailored tools and resources for enterprise incubation and market linkage facilitation.

Program Management & Delivery

●     Oversee planning, budgeting, procurement, and implementation, ensuring activities are delivered on time, on target, and within budget.

●     Manage and deliver on collaborative agreements (MoUs, JVAs) with project partners, private sector actors, government agencies, and civil society organizations.

●     Lead the procurement and contract management of service providers (e.g., BDS providers, financial service partners, technical experts) to deliver specialized training, market linkage platforms, and technical assistance.

●     Ensure effective coordination with consortium partners, representing iDE in multi-stakeholder platforms and joint planning, implementation, and learning events.

●     Maintain compliance with donor requirements, iDE policies, safeguarding standards, and gender equality commitments.

Partnerships & Stakeholder Engagement

●     Build and manage strategic relationships with implementing partners, private sector firms, BMOs, and government institutions.

●     Represent iDE and the project in consortium-level governance, technical working groups, and external forums to influence policy and practice on women’s economic empowerment and climate-smart entrepreneurship.

●     Facilitate cross-learning with CI partners to align interventions, avoid duplication, and maximize collective impact.

Team Leadership & Capacity Building

●      Lead and mentor a diverse team, including Market Development Officers, technical specialists, and field staff.

●      Promote a culture of performance, collaboration, and innovation.

●      Provide staff with technical guidance and professional development opportunities, ensuring they have the skills to deliver high-quality results

Monitoring, Evaluation, Research & Learning

●      Oversee evidence-based decision-making by supporting data quality assurance, outcome tracking, and KPI measurement.

●      Lead documentation of best practices, case studies, and innovations for internal and external dissemination.

●      Ensure lessons learned are incorporated into project adaptation and shared with consortium partners, donors, and stakeholders.

Partnerships & Representation

●      Build and manage strategic partnerships with implementing partners, private sector actors, and relevant government departments.

●      Represent iDE and the project at external meetings, networks, and forums.

●      Advocate for inclusive market development approaches that benefit women and marginalized groups.

Compliance & Risk Management

●      Identify and manage programmatic, operational, and reputational risks.

●      Maintain confidentiality, uphold iDE’s Code of Conduct, and ensure team adherence to safeguarding policies.

Requirements

A successful Project Manager will have the following skills and experience and will be comfortable with the following conditions.   

Education

·       Postgraduate degree in business, development studies, management, agriculture, economics, or a related field; equivalent professional experience considered.

Work Experience

●        Minimum 7 years of experience in development programming, with at least 3 years in senior project management roles within consortia or multi-stakeholder initiatives.

●        Proven experience in developing and delivering on collaborative agreements with diverse stakeholders, including government, private sector, financial institutions, and NGOs.

●        Demonstrated experience managing and procuring services from external service providers such as BDS providers, training agencies, or technical consultants.

●        Strong background in market systems development, entrepreneurship/enterprise development, and women’s economic empowerment.

●        Experience integrating climate-smart practices and green growth strategies into program design and delivery.

●        Proven ability to represent an organization in consortium environments, technical working groups, and high-level stakeholder forums.

●        Strong financial and operational management skills, including budget oversight, procurement planning, and donor compliance.

●        Willingness to travel extensively to project locations.

Personal Skills

●        Excellent interpersonal, negotiation, and communication skills in English; proficiency in Bangla required.

●        Proficiency with Google Suites and familiarity with cloud-based collaboration tools.

Physical and Language Skills

●        Willingness to travel extensively to project areas.

Success Factors:

The successful PM will combine strong technical expertise in market systems development, green entrepreneurship, and poverty alleviation with exceptional partnership management, diplomacy, and representation skills. S/he will demonstrate the ability to navigate and influence complex consortium environments, manage high-value collaborative agreements, and secure results through multi-stakeholder cooperation.

 

The incumbent will also have a proven track record in procuring and managing service providers, integrating innovative and climate-smart solutions into program delivery, and building capacity of diverse teams. Critical qualities include strategic vision, adaptive problem-solving, meticulous attention to detail, and the ability to deliver impact in dynamic and challenging contexts. The PM will thrive in building trust with diverse stakeholders, fostering team excellence, and ensuring accountability to project participants and partners.
