Job Overview

A. Overall Purpose of the Role
The Chief Medical Officer is responsible for providing medical oversight, direction, and leadership to the 
medical staff regarding all areas of healthcare for the CARE Doha medical program.

B. Key Responsibilities
Administrative Duties

 

  • Responsible for providing executive level oversight and direction of the clinical services (direct and indirect patient care, and patient safety) provided under this contract; medical policy and procedure; development and implementation; quality management; investigation of sentinel events, complaints, and concerns from the patient community and other agencies with shared responsibilities. 
  • Arbiter of clinical practice recommendations if they occur within this contract.
  • Leads quality development and clinical governance agendas including maintaining Code of Conduct of medical practice, medical record keeping, infection control standards, emergency response preparedness, medical staff, and patient safety at the facility.
  • Serves as the chair of the Medical Executive Committee (MEC) which meets monthly. Ensures that meeting minutes are written and uploaded to Share Point. 
  • Responsible for the implementation and oversight of all corporate clinical governance policies, procedures and protocols.
  • Provides oversight of other committees of the hospital (e.g. Pharmacy & Therapeutics, Credential and Privileging, Peer Review, Infection Control). Ensure that the committees report quarterly to the MEC.
  • Ensures that monthly routine peer review of medical charts is performed, and peer review results are uploaded to Share Point.
  • Ensures that all Focus Professional Practice Evaluations (FPPE) and Ongoing Professional Practice Evaluations (OPPE) are current.
  • Provides direction, as appropriate to clinical case management including patient movements and referral off island in close collaboration with insurance companies and company medevac providers.
  • Works closely with the other leaders supporting the CARE Doha project to ensure business continuity from a medical aspect.
  • Promotes International SOS Government Medical Services, Inc. Standard Operating Procedures and Protocols.
  • Supervises all healthcare providers including physicians, surgeons, mid-level providers and dentist.
  • Provides strategic direction for medical staff and physician services programs to meet short- and long-term goals.
  • Serves as the clinical leader for the organization and provides support and education for other clinical leaders.
  • Provides leadership, oversight, and accountability for the operational effectiveness of the physician 
    services program.
  • Reports on metrics to measure the impact of physician services.
  • Participates in the development of administrative policies and approves medical practice procedures, policies, guidelines, and SOPs.
  • Provides advice on the suitability of existing medical equipment and makes recommendations on future equipment needs.
  • Assists in planning for the development of new medical services.
  • Ensures periodic review of practice management functions and reviews patient satisfaction surveys and complaints.
  • Provides medical consultation as required.
  • Participates in the development and implementation of training and educational programs.
  • Participates in site meetings with the Prime Contractor and/or onsite government representatives as requested by the Project Manager.
  • Participates in all government audits under the SOW as requested by the Project Manager.
  • Reports to International SOS Government Medical Services, Inc. Chief Medical Officer to assure quality and compliance.
  • Serves as the Medical Director for the EMS service on and coordinates with the EMS Lead for skill 
    validation and protocols. 
  • Involved in critical incident review as required.
  • Demonstrate cultural sensitivity in all communications with coworkers and clients, fostering an inclusive and respectful work environment that values diversity.
  • Participate in mass-casualty drills twice a year and remain available for on-call coverage.
  • Complete required organizational compliance education, including assigned requirements that are client-specified, for Joint Commission Healthcare Staffing Services certification or other regulatory bodies.

Primary Care

  • Provide primary care services, which shall encompass comprehensive, initial patient intake, and continuing medical care for individuals presenting with any undiagnosed condition, sign, symptom, or health concern, regardless of its origin (biological, behavioral, or social), organ system, or diagnosis. 
  • Provide services including health promotion, nutritional assessment and counseling, disease prevention, health maintenance, patient education, as well as the diagnosis and treatment of acute and chronic illnesses. 
  • Ensure the provision of treatment for common adult and pediatric conditions, such as diabetes, asthma, hypertension, rashes, and upper respiratory infections, along with preventive health measures for individuals across all age groups from newborns to geriatric patients. 
  • Must possess the capability to perform and provide at least initial interpretation of adult electrocardiograms (EKG), with provision for follow-up interpretation if clinically necessary. 
  • Primary care services may be offered through scheduled appointments, walk-in "sick call" sessions, or a combination thereof.

Guest Medical Screening and Arrival Processing

  • Ensure that guests arriving with medical conditions or medications are screened by medical staff to facilitate timely follow-on appointments. 
  • Coordinate with IOM medical staff to streamline the screening process and ensure efficient movement of guests through arrival processing stations. 
  • Maintain appropriate communication channels with the International Office of Migration (IOM) medical personnel to address any medical concerns or emergencies that may arise during the screening and arrival processing procedures.

Urgent and Emergency Care

  • Provide emergent, urgent, and emergency care services, encompassing acute illness and injury management, splinting or strapping, wound management, minor office procedures, and other services within the provider's credentialed skills. 
  • Provide follow-up for emergency and definitive medical care that can be provided on the CARE compound as referenced in this paragraph, including medications and laboratory testing.
  • Urgent care may be offered during appointments, walk-in “sick call”, or a combination thereof.
  • Ensure the availability of a provider qualified to perform Sexual Assault Nurse Examinations (SANE) or Sexual Assault Forensics Examinations (SAFE). 
  • Critical care and surgical emergencies, while rarely managed onsite, shall be addressed through initial resuscitation and stabilization efforts, medical communication with a receiving hospital and ambulance service, and successful transfer or disposition of the patient into the local healthcare system. 
  • Manage certain emergencies, such as sexual assault, domestic violence, and child abuse, may have specific cultural sensitivities and legal consideration that differ from the U.S.
  • Must remain culturally sensitive in their response to these unanticipated challenges.
  • Include and request urgently if required interpreters and advisors familiar with local law and customs and who are sensitive to patient concerns.
  • Must promptly report any suspicion of child abuse to the CARE Doha V2X Program Manager (PM). 
  • Patient identity and privacy MUST always be maintained. 
  • Participate in after hour and call coverage to assure 24 hour 7 days a week coverage.
  • Participate in mass-casualty drills twice a year and remain available for on-call coverage.
  • Complete required organizational compliance education, including assigned requirements that are client-specified, for Joint Commission Healthcare Staffing Services certification or other regulatory bodies.
