About the Role
We are seeking a highly capable and strategically minded Work Health and Safety (WHS) Manager to join our Legal, Governance and Risk division. Reporting to the Head of Legal and Compliance, this managerial role is responsible for designing, governing, and continuously strengthening RWWA’s Work Health and Safety Management System (WHSMS) and the broader WHS governance framework.
This role is critical in ensuring our WHS practices not only meet statutory obligations under the Work Health and Safety Act 2020 (WA) but also reflect contemporary governance standards, proactive risk management, and an enterprise-wide commitment to safety.
You will lead WHS governance strategy, integrate WHS risk into the Enterprise Risk Management Framework (ERMF), provide due diligence reporting to Executives and Officers, and oversee RWWA’s approach to psychosocial, high-risk work, contractor management, emergency readiness and WHS assurance

Key responsibilities include:
- Lead the design, implementation and continuous improvement of a structured WHSMS aligned to WHS legislation and recognised standards (e.g. ISO 45001).
- Establish and govern WHS policy architecture, standards, procedures, document control and assurance mechanisms.
- Integrate WHS risk into the ERMF, ensuring alignment with organisational risk appetite, control ownership clarity and robust verification processes.
- Maintain the enterprise WHS risk register, including critical risks, controls, treatments and periodic control effectiveness reviews.
- Deliver Executive and Board-level WHS reporting, including due diligence insights, dashboards and performance metrics.
- Oversee notifiable incident management, statutory reporting and regulatory engagement with WorkSafe WA and relevant authorities.
- Lead WHS compliance audits, assurance reviews, investigations, and systemic corrective action programs.
- Govern RWWA’s approach to psychosocial risk, including organisation-wide assessments and control oversight.
- Oversee contractor WHS governance, high-risk work frameworks and critical control verification.
- Provide governance oversight for injury management, return-to-work and early intervention programs.
- Lead emergency management governance, exercising, and integration with business continuity frameworks.
- Build WHS leadership capability across People Leaders and champion a constructive, engaged safety culture across the organisation.
