The firm is currently engaged in two successful SBA mentor-protégé joint ventures (8a and SB) as it navigates the transition from small to large business classification, and is now backed by the scale, capital, and cross-discipline capabilities of the broader True platform.
The Opportunity
True Environmental is seeking an experienced, entrepreneurial leader to serve as Federal Business Unit Lead for Sundance. This is a senior executive role with full accountability for the Sundance federal portfolio and direct responsibility for driving organic growth, strengthening client relationships, providing operational leadership and integrating Sundance's capabilities into the broader True platform.
The ideal candidate brings a successful track record of winning and executing federal environmental programs —— combined with the leadership presence and collaborative mindset to build something larger. This role sits at the intersection of operations, business development, and enterprise strategy, and reports directly to the CEO.

- Own full responsibility for the Sundance federal business unit
- Drive financial performance against annual growth, revenue, gross margin, and utilization targets
- Oversee project portfolio execution, quality assurance, safety and client satisfaction
- Maintain and continuously improve operational infrastructure, staffing, and delivery systems
- Build and lead a high-performing team through mentorship, accountability, and culture
- Lead the federal market strategy for Sundance across its core service lines: Natural Resources, Cultural Resources, and Compliance, Site Characterization and Remediation
- Drive new contract capture through proactive pipeline development, teaming, and proposal leadership across DoW, federal civilian agencies, state and local government, commercial clients and Tribal entities
- Cultivate and grow key client relationships across DoW installations, USACE districts, Tribal entities and federal civilian agencies, as well as partner firms through teaming and established joint venture agreements
- Manage and grow Sundance's two SBA mentor-protégé joint ventures as strategic vehicles for expanded contract access during the small-to-large business transition
- Execute a long-term BD strategy that builds sustainable large-business revenue streams to offset the anticipated roll-off of small-business set-aside contract capacity
- Leverage and integrate True's multi-discipline platform to pursue larger, more complex federal opportunities than Sundance could pursue independently
- Serve as an active leader within the broader True executive team across services and markets including environmental, planning/permitting, water, engineering, marine/coastal, mining, and utilities
- Contribute to enterprise-wide strategy, strategic planning and investments and cross-business collaborations
- Identify and pursue opportunities to integrate Sundance's capabilities with True platform partners and units
- Showcase True’s federal expertise in pursuits, technical presentation and panels, and client initiatives
- Champion the "One True" culture of shared purpose, mutual accountability, and continuous improvement
What You'll Do
P&L and Operations Leadership
Federal Business Development & Capture
One True Integration & Enterprise Collaboration
- 15+ years of progressive leadership experience in federal environmental services, with demonstrated P&L responsibility
- Proven track record of pipeline development and management, winning and executing DoW and federal civilian programs in Natural Resources, Cultural Resources, Compliance, Site Characterization and Remediation
- Experience in federal program management, managing nationwide, multi-client federal portfolios with annual revenue of $20M or greater
- Strong existing relationships within the DoW, and federal civilian agency client community
- Demonstrated success in federal business development — from strategy through capture and proposal
- A command of Federal Acquisition Regulations and execution strategies for IDIQ, BPA, and GSA contracts.
- Experience with SBA mentor-protégé and large business joint ventures aand other teaming arrangements used to bridge small-to-large business transition strongly preferred
- Track record of building and leading high-performing, multi-disciplinary teams
- Collaborative leadership style consistent with a platform-oriented, acquisition-integrated enterprise
- Active DoW security clearance preferred; ability to obtain clearance required
- Bachelor's degree required; advanced degree in environmental science, natural resources, engineering, or related field preferred
