Job Overview

Analysis

  • Co-ordinate the preparation of viability studies.  Advise the client on the need for research and feasibility studies.

 

Consultant appointments

  • Advise and make recommendations to the client on the need for the appointment of specialist consultants.
  • Advise the client on terms of consultant appointments and fee structures. Check that consultant's responsibilities and information production are clearly stated.
  • Advise the client to check professional indemnity insurances of consultants and arrange any necessary further checks.
  • Determine, with the client, the limit of the authority of the Lead Consultant to issue instructions without obtaining the client's or the project manager's prior approval.
  • Monitor the performance of consultants and contractors in the execution of their duties and the discharge of their responsibilities.

 

Brief, design and quality control

  • Co-ordinate the preparation of the design brief.  Amplify the design brief as necessary during design development.  Incorporate any changes and obtain client authorization before issuing to consultants.
  • Establish the responsibilities of consultants and contractors.
  • Establish the requirement for Design Stage Reports and make sure the consultant teams provide the necessary information in accordance with the agreed programme.
  • Check that consultants review buildability and technical design of proposals with specialist contractors.
  • Establish procedures for checking that the consultants' designs conform to the project brief.

 

Reporting and meetings

  • Establish appropriate channels of communication between members of the project team.
  • Establish meetings structure. Lay down procedure for convening, chairing, attendance, function, frequency and responsibility for recording of meetings and circulation of information.  Monitor communications and distribution of information.
  • Check appropriate information is provided to the client. Notify the client of decisions required from them.
  • Agree with consultants their reporting procedures.
  • Convene and chair all principal project meetings.
  • Submit a Monthly Project Management report to the Client.

 

Programming

  • In conjunction with consultants, prepare and maintain a master programme from concept to completion to record principal activities and identify critical dates.  Verify and incorporate consultants' programmes for production of detailed design information and monitor progress.
  • Check that applications for statutory consents are submitted in accordance with the master programme.
  • Check, in conjunction with the design consultants, the Contractors' programme and monitor progress.

 

Capital budgeting & financial management

  • Monitor the consultants during the preparation of budget costs and present feasibility studies to the client for approval.
  • In conjunction with the consultants, prepare and maintain a master cost plan.  Advise the client of any alterations required and obtain authorisation for changes.
  • Check that the consultants are providing adequate and timely information for the preparation of tender documentation.
  • Obtain client authorisation for costs of variations when limit of authority is exceeded and check that costs are being agreed.
  • Check and recommend consultants' applications for payment.
  • Check and recommend all other invoices related to the development.

 

Statutory and compliance

  • In carrying out the Services, the Project Manager shall liaise with the Employer, Lead Design Consultant, the Contractor and the Government Authorities, in order to make sure that the process of obtaining all necessary approvals and No Objection Certificates (by others) are achieved in a timely manner.

 

Contract procedures

  • Decide procurement procedure for selection of contractors in conjunction with the consultant team.  Decide on type and form of contract.
  • In conjunction with the consultant team, prepare a list of suggested tendering contractors.  Work with the consultant team to develop the tender documentation and manage the tender selection process through to recommendation of a Contractor to the Client.
  • Co-ordinate the preparation of contract documents.
  • Arrange for the contractor's insurance certificate and renewal of insurance at renewal dates to be checked.

 

Contract management

  • Advise the client on the need to place orders for long delivery components.
  • Advise the client of any works to be carried out under separate direct contract.
  • Check that consultants are providing adequate supervision in accordance with their terms of appointment and undertake regular site inspections.
  • Check that variations and instructions are being issued and correctly circulated.
  • Check that the consultants fulfil their contractual obligations in assessing and dealing with extensions of time and issuing the appropriate certificates.
  • Check that the consultants fulfil their contractual obligations in confirming completion and issuing appropriate certificates of making good defects and completion.

 

Project Close-Out

  • Make sure all necessary information has been issued to allow the Taking-Over Certificate to be issued.
  • Monitor the close-out of all necessary defects.
