Overview
We are seeking an experienced SBIR-STTR Senior Advisor to provide high-level guidance on program direction, strategy, and compliance for the Defense Logistics Agency’s (DLA) Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs. This role is ideal for someone with deep expertise in SBIR/STTR policy, intellectual property, and risk management who can advise senior leadership and shape program execution at the enterprise level.
Key Responsibilities
- Advise senior leaders on complex issues including intellectual property rights, foreign interference, fraud, waste, abuse, and SBIR/STTR policy and law.
- Support strategic planning to ensure programs align with organizational goals and mission priorities.
- Develop and present training, briefings, and presentations for government stakeholders.
- Lead efforts to design methods that describe organizational structures, processes, communication systems, and interrelationships.
- Provide specialized advice on policy implementation and problem resolution.
- Collaborate with the Senior Program Manager and other leadership to ensure program direction and expectations are met.

Requirements
Qualifications
Required:
- Master’s degree in a relevant field.
- 10+ years of experience with SBIR/STTR policy, intellectual property law, foreign risk management, and/or fraud, waste, and abuse prevention.
- Active IT-II security clearance or current National Agency Check with Local Agency Check and Credit Check (NACLC).
Preferred:
- Extensive experience advising government executives on SBIR/STTR programs or related federal R&D initiatives.
- Strong communication skills with a record of preparing and delivering high-level briefings and reports
