Job Overview

The Deputy General Manager – Construction will lead and coordinate all construction activities for a major greenfield airport project in Uzbekistan, encompassing terminal buildings, airside infrastructure (runways, taxiways), landside access, support facilities, and utilities. This executive role demands hands-on leadership, strategic oversight, and deep technical expertise to ensure safe, timely, and budget-compliant delivery aligned with international standards.

Key Responsibilities
Leadership & Management
·       Support and oversee all site works across terminals, airside, landside, and support infrastructure.
·       Lead planning and operational leadership across multiple work fronts.
·       Develop and enforce HSE policies; oversee EPC contractor safety plans and practices.
·       Lead and manage large, multicultural engineering and construction teams.

Project Delivery
·       Oversee planning, scheduling, execution, quality, safety, and compliance.
·       Coordinate with EPC contractors, consultants, client representatives, and authorities.
·       Oversee the Regulatory Compliance and design requirements.
·       Over see Engineering deliverables and coordinate with Internal & external Stakeholders
·       Coordinate interface management between terminal, airside, and landside contractors
·       Plan and oversee site logistics, material flow, and temporary works.
·       Review RFPs and supervise procurement activities of EPC
·       Review project plans and L3schedule and Cost budgets
·       Lead risk mitigation and ensure adherence to international best practices.
·       Create Risk register and develop risk mitigation plans
·       Set up of Local office and mobilization of key resources as per Organization chart
·       Conduct progress reviews, site meetings, and executive reporting.
·       Utilize digital tools (e.g., BIM, scheduling software) for progress tracking and reporting.
·       Support testing, commissioning, and handover planning for built assets
·       Experience in integrating design, construction, operations/start-up, and regulatory handover.
·       Familiarity with asset management systems and lifecycle planning.

Quality, Safety & Regulatory Compliance
·       Ensure compliance with FIDIC, ICAO, IATA, Uzbek national regulations, and global building codes.
·       Promote a 'zero harm' safety culture and lead HSE compliance initiatives.
·       Conduct QHSE studies and RCA for any Failures or Incidents


Stakeholder Engagement
·       Maintain proactive communication with authorities, clients, and consultants.
·       Foster local participation and community engagement to support development goals.
Candidate Requirements
Education
Bachelor’s or Master’s degree in  Engineering ( Civil/Mechanical/Electrical), Construction Management, or related field (Master’s preferred). Certifications in project management (e.g., PMP, PRINCE2) are an asset.
Experience
·       Minimum 10 years in construction, with at least 5 years in large-scale airport projects.
·       Direct experience in terminal and airside infrastructure (runways, taxiways, MEP systems).Site leadership roles on at least two major international airport projects.

Technical Skills
·       Expertise in EPC/EPCM/Design-Build contracts and PPP delivery models.
·       Strong command of project controls (schedule, cost, change management).
·       Familiarity with sustainable construction and fast-track delivery methodologies.

Leadership & Communication
·       Proven ability to lead diverse teams in international joint ventures.
·       Working proficiency in English for coordination with international stakeholders
·       Fluency in Uzbek and/or Russian.
·       Strong interpersonal, negotiation, and stakeholder management skills.
